The duty location will be in the Office of Chief Counsel - Troop Support, Philadelphia, PA.
Duties
Provide legal services related to DLA Troop Support's acquisition mission to the Commander.
Provide legal and policy advice in one or more assigned areas including: Government Contracts, Fiscal Law, Contract Litigation, Civilian Personnel, Fraud, Ethics Program, Alternative Dispute Resolution, Procedures and Policy, or others as applicable.
Provides legal advice to management and operating officials to ensure actions taken are in accordance with governing laws, regulations and policies, and to mitigate the development of litigation and other legal problems.
Responsible to develop and analyze facts and legal analysis for legal cases, issues and or problems.

Qualifications
QUALIFICATIONS REQUIRED for the Attorney-Adviser (General) GS-0905-11
1) The first professional law degree (LL.B. or J.D.);
2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Proof is a "certificate of good standing" issued by your state of licensure within 6 months of the date of application or a screenshot of your bar status taken from your state of licensure website dated within 6 months. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good standing and in active status prior to appointment;
3) In addition to 1 and 2 (listed above), the following qualification requirements for GS-0905-11:
To Qualify at the GS-11 level, one of the following requirements must be satisfied:
A. One year of professional legal experience
B. Second professional law degree (Master of Laws (L.L.M.) provided it required one full academic year of graduate study.
C. Superior law student work or activities as demonstrated by one of the following:
Academic standing in the upper third of the attorney's law school graduating class.
Work or achievement of significance on one of the attorney's law school's official law reviews or journals.
Special high-level honors for academic excellence in law school (e.g., membership in the Order of the Coif, winning of a moot court competition, or membership on the moot court team that represents the attorney's law school in competition with other law schools)
D. Full-time or continuous participation in a legal aid program as opposed to one-time, intermittent, or casual participation.
E. Significant summer law office clerk experience.
F. Other evidence of clearly superior accomplishment or achievement.
In accordance with DoD 1442.2 (Personnel Actions Involving Civilian Attorneys). Promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation. This Journeyman position has the potential for promotion to a GS-12 after one year of satisfactory performance at the GS-11 level, demonstrated ability to accomplish the assignments at the GS-12 level, and approval of the promotion by the DLA General Counsel. After promotion to the GS-12 level and one year of satisfactory performance at this level, demonstrated ability to accomplish assignments at the GS-13 level and approval by the DLA General Counsel the journeyman attorney can be promoted to the top journeyman grade of GS-13.

Knowledge and experience with Federal Acquisition Law and/or bid protests filed at the Contracting Officer, Agency, Government Accountability Office and/ or Court of Federal Claims, forums, and,
Analytical ability, including issue identification, legal research, analysis of options, risk analysis, and creative problem solving and,
Excellent communication skills (oral and written) and,
Legal and business judgment and ability to provide superior service to clients.
Security Clearance: This position is designated Non-Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance. If you are unable to obtain this level of security clearance (as a result of undisclosed or disclosed background issues), within a reasonable period of time (as defined by the agency), the employment offer may be withdrawn. In addition, incumbent is subject to periodic re-investigation to maintain security eligibility in accordance with DoD 5200.2-R.
