Duties
This position serves as Administrative Officer for Rocky Mountain National Park. The incumbent is an integral member of the park's Leadership Team, actively advocates for park-wide priorities, and provides division input into park strategic and budgetary plans. The position is responsible for carrying out a multi-year and multi-disciplinary program.
The position supervises 6 direct reports that oversee the fee program, property, budget, Information Technology (IT), radios, and concessions for the park. These direct reports, through numerous field staff, oversee the administrative function of the park.
Duties include:
Advise Park staff on policies, decisions, and actions in the areas of budget management and administrative services to include planning, human resources, property, fees and information management and technology.
Supervise and direct the work of a staff of specialists and technicians, and recruits and hires subordinate staff.
Plan, analyze, develop, and monitor the development of park-wide plans, programs, procedures, operation policies, internal controls and program goals.
Coordinate, participate, and oversee negotiations of cooperative agreements with other Federal agencies, other government, public, private, and non-profit institutions.
Oversee the park's revenues and keeps spending in balance through authoritative advice and supervision of budget staff.
Rocky Mountain National Park represents an extraordinary continuum of sub-alpine, alpine, and tundra ecosystems arrayed along the continental divide. The park and surrounding public lands provide near unlimited outdoor recreational opportunities and as well as proximity to the metropolitan areas for Fort Collins, Boulder, and Denver.
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
This position has no known promotion potential.
Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present.
Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles.
The National Park Service has determined that the duties of this position are suitable for telework, with supervisory approval, on a situational basis or during an emergency or natural disaster.
You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications
All qualifications must be met by the closing date of this announcement-12/17/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is the experience that equips the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience includes providing administrative direction and services to enable efficient operation of a park. This includes working as a member of a leadership team to accomplish park-wide goals; planning, coordinating, and tracking budget/finance for a variety of fund sources and interdisciplinary work groups; providing position and workforce management analyses and recommendations. Overseeing or managing a procurement and property management program; managing an Information Technology program, housing program, concessions management program, and parkwide training program. You must provide hours per week worked on your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
