Come Join Our Team! This position is located at Chinle Service Unit under the Navajo Area Indian Health Service (NAIHS), Division of Acquisition Management and Contracts (DAMC). The position reports to the Supervisory Contract Specialist at Chinle Service Unit.

Duties

GS-05: Performs Trainee work associated with the Procurement of Supplies & Services GS-07: Serves as an Advance Trainee. Prepares acquisition documents for Supplies & Services GS-09/11: Prepares acquisition documents for Supplies & Services. Performs Price/Cost Analysis and Contract Administration. Negotiates the Procurement of Supplies and Services Using a Variety of Contract Types. Uses a Variety of Contract Types as a Contract Specialist in Following Solicitation Procedures.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Basic Requirements for GS-5 through GS-12 A 4-year course of study leading to a bachelor's degree with a major in any field. ---or--- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-05: Meet the above education basic requirements. GS-07: One (1) full academic year of graduate education or law school or bachelor's degree with superior academic achievement, or, One (1) year specialized experience equivalent to at least GS-5 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: preparing solicitation documents to procure specialized supplies, equipment, services, and/or construction activities, contracting by negotiations (such as commercial off-the-self) or by formal advertising (such as sealed bids), analyzing bids/proposals, and recommending award of contracts after review. My experience provided me with knowledge of Federal Acquisition Regulations, Competition in Contracting Act, procurement statutes, policies and regulations. GS-09: Two (2) full academic years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., or, One (1) year specialized experience equivalent to at least GS-7 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing recurring or developmental assignments involving the use of formal advertising or basic negotiation procedures; analyzing contract provisions and recommending termination or modification of purchase orders and/or contracts; investigating complaints by reconstructing and reconciling incomplete information. GS-11: Three (3) full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, or, One (1) year specialized experience equivalent to at least GS-9 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing all aspects of the contract from initiation to recommendation of award; administering a variety of fixed-price contracts of different types which contain terms and conditions such as progress payments, quantity options, Government- furnished property or similar provisions; administering specific phases of complex contracts such as cost contracts with incentives. SELECTIVE FACTOR for GS-11 Grade only: Must possess active Federal Acquisition Certification in Contracting (FAC-C) Professional. If applying from a position not related to the 1102 Series - Contracting or applying from any agency other than Indian Health Service, you must provide your most recent DAU transcript along with copy of FAC-C certification for verification. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
