The Program Analyst is located in the Associate Director of Patient Care Line Office at the Michael E. DeBakey Veterans Affairs Medical Center for the Inpatient Nursing Service (INS). Performs analysis, evaluation and advisory assignments related to the effectiveness of and/or the efficiency of the INS and nursing teams (nursing affiliated programs) with how they directly impact the patient flow initiative, length of stay, and bed days of care.

Duties

Major duties and responsibilities include but not limited to: Track, analyze, and evaluate on a quantitative/qualitative basis, the effectiveness of the academic, clinical and administrative protocols to meet the established goals and objectives. Perform quality assurance work that involves systematic prevention of non-conformance to regulations and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to defective work processes or products. Designated Contracting Officer Representative (COR) for the operational requests of supply and equipment purchases. Identify procedural problems within the program operations, conduct studies on operating programs, analyze findings, and advise on organization structures, methods, and procedures. Develop, analyze, and evaluate new or modified program/management policies, regulations, goals or objectives. Develop procedures and systems for enhancing the effectiveness of program and management processes. Coordinate and facilitate the functions of clinical and administrative services provided on the inpatient units and subspecialty areas. Perform program analysis that involves collection, compilation, tracking, and trending statistical information in support of the Inpatient Nursing Service operation. Investigate and analyze adverse quality trends or condition and initiates corrective action. Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs. Evaluate, process, or make recommendations for effective organizational changes to better meet patient and staff needs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 7:30 am - 4:00 pm, subject to change based on the needs of the Agency Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience providing data analysis and reporting; experience in project management. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education in excess of the first year or 18 semester hours and specialized experience to meet total experience requirements. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No unusual physical exertion is required. The work is primarily performed in an adequately lighted and climate-controlled office requiring no special physical demands.
