This position is located with the Bureau of Indian Affairs, Southwest Region in Albuquerque, New Mexico.

Duties

Performs administrative duties which requires close association and full knowledge of the Regional Director. Receives, screens, and recommends approval/disapproval, or modification of documents such as allocation of funds, request to fill vacancies, and travel orders. Performs budget administration, financial accounting functions, including but not limited to the monitoring and tracking obligations and expenditures, payroll processing, monitoring and correcting payroll errors. Responsible for administration, clearance, and monitoring of undelivered orders (UDOs). Prepares and submits request for personnel action, maintains internal files, coordinates position descriptions, job analysis, and crediting plans. Gathers data, analyzes, and develops responses to inquiries or requests from higher level officials. Serves as liaison in the coordination of meetings, schedules, training, conferences, hearings, and other key organizational activities which may involve multiple tribes or other Federal entities. Participates in the development and implementation of program activities to assure organizational goals. Plans, develops, and conducts periodic analysis concerning all aspects of current operating programs and support functions. Coordinates or participates in the execution of special projects. Maintains office supplies and services, procures equipment, contacts vendors, and coordinates repairs. Reviews all correspondence and documentation to ensure the position, policy, and direction intended by the Regional Director are accurately stated. Represents the Regional Director on task force groups and meetings. Interprets new and established directives, instructions, and regulations for potential regional impact. Prepares internal instructions, operating policies, procedures, and guidelines concerning regional operations.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301). GS-11: Qualifying is one year of specialized experience equivalent to at least the GS-09 level. Examples of specialized experience include facilitating the administrative operations of an organization with multiple programs to accomplish and execute the goals, objectives, and activities through planning, scheduling, and collaborating with various levels of management or work groups; performing budget administration; requesting for personnel action; analyzing program operations and support functions; coordinating special projects; procures supplies, services, and equipment; performing records management; reviewing and tracking correspondence, facilitating response by program staff; scheduling meetings, conferences, training sessions for large groups; initiating and facilitating travel orders for approval; OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. GS-9: Qualifying is one year of specialized experience equivalent to at least the GS-07 level. Examples include facilitating the administrative operations of an organization to accomplish and execute the goals, objectives, and activities through planning, scheduling, and collaborating; performing budget administration; requesting for personnel action; procures supplies, services, and equipment; performing records management; reviewing and tracking correspondence, facilitating response by program staff; scheduling meetings, conferences, training sessions for large groups; initiating and facilitating travel orders for approval. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Graduate Education: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work. Combination of Education and Experience: A combination of graduate level education and appropriate specialized experience that together meet the qualification requirements of this position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
