This position manages the administrative and business operations of the park. Incumbent is responsible for advising the park management team and staff on all administrative matters in the park and guiding management and staff of the park toward effective management of the park's business's the administrative and business operations of the park.

Duties
Budget and Financial Management: As a member of the park leadership team, the incumbent is responsible for formulating and updating program management plans and associated budgets.
Human Resource Management: Provides sound HR advice to park leadership as well as well as staffing alternatives and reassignments. Prepares recruitment and background investigation paperwork and serves as the park timekeeper.
Internal Control/Integrity: Serves as a principal advisor and management consultant to the Superintendent and park staff on all administrative matters and guiding management toward effective management of the park's business.
Technical Competence with various government specific software such as: Administrative Financial System (AFS4), Financial and Business Management System (FBMS), Quicktime and Concur.
Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present.
Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles.
Cedar Breaks National Monument: is at an elevation of 10, 300 feet and is open year-round. The climate at the Monument in the summer months is moderate and dry with daytime temperatures in the 70's and overnight temperatures in the 40's and low 50's. In the winter, the Monument receives a significant amount of snowfall and offers a variety of winter recreational activities such as skiing, snowshoeing and snowmobile riding. The monument is in the second year of construction of a new visitor contact station that will be located at Pt. Supreme. Cedar City, UT, is at an elevation of 5,800 feet and has a population of over 30,000 people. The area offers affordable housing and a great quality of life and is in close proximity to a wide variety of outdoor recreational opportunities, National Park Service, BLM, and Forest Service areas and the popular Brian Head downhill skiing area. A full range of amenities is available including medical services, hospital, schools, churches, department stores, and restaurants. Southern Utah University is in Cedar City and is the home of the Utah Shakespearean Festival, which provides an important economic and cultural infusion to the area

Qualifications

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: participating in the administration of a small, stable budget involving basic administrative expenses; keeping an organization's revenue in balance and providing advice on budget and financial management; performing clearly-defined administrative tasks in support of established requirements for supplies, property management, or personnel; working with a management team; serving as a principal advisor to management on a wide array of administrative functions (budget, human resources, property and procurement management) analyzing and resolving problems. You must include hours per week worked.

EDUCATION: Successful completion of at least one of the following: (1) a masters or equivalent related graduate degree, (2) 2 full years (36 semester/54 quarter credits) of progressively higher-level related graduate education leading to such a degree, or (3) a LL.B. or J.D., related to the position. Directly related graduate study may include, but is not limited to; business administration, accounting, governmental budgeting, and/or public administration. You must include transcripts.

Successful completion of a combination of education and experience as described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. For example, six months of the specialized experience described (50% of the experience requirement), and 18 semester hours or 27 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
