About the Position: Serves as an Army Public Affairs (PA) Documentation (Tables of Organization and Equipment (TOE), Basis of Issue Plans (BOIP), Qualitative/Quantitative Personnel Requirements Information (QQPRI), Manpower Requirements Criteria (MARC)) Specialist, with the Department of the Army Office, Chief of Public Affairs, HQDA, Army Public Affairs Operations Group, Army Public Affairs Center (APAC).
Duties
Recommend courses of action and documentation necessary to meet Army Public Affairs (PA) organizational and force modernization requirements.
Provide assistance in monitoring the progress of various ongoing force development actions and studies.
Prepare correspondence, position/decision papers, reports and briefing material as required.
Review Tables of Organization and Equipment (TOE) and associated Incremental Change Packages (ICPs) for all U.S. Army Public Affairs (PA) units.
Provide recommended changes to doctrine where appropriate to reflect desired capabilities.
Advise material/combat developers in the understanding and application of the Force Management System.
Reviews Basis of Issue Plans (BOIPs) and supporting Qualitative/Quantitative Personnel Requirements Information (QQPRI) documents for compliance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.
- The work requires occasional travel to attend meetings and conferences.
Qualifications
Temporary Appointment NTE - Position may be filled as a Temporary Appointment NTE 1 year. Temporary appointments may be extended up to a maximum of three (3) years.
Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: conducting reviews of materiel and organizational concepts, presenting briefings to senior leadership, and recommending courses of action to meet organizational and force modernization requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Administration, Public Administration, Organizational Management, or other closely related discipline pertinent to Management and Administration. (Note: You must attach a copy of your transcripts.).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
