This position is located in Puerto Rico Area Office in USDA/Rural Development (RD). Incumbent serves as a key member of the State Director's staff, participating fully in the planning, development, and implementation of rural development and assistance programs. This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location. This vacancy announcement is open to current Rural Development State of Puerto Rico employees only.

Duties

Provides leadership in implementing the community development principles of the RD mission area. Serves as a technical resource for loan servicing activities. Performs loan servicing activities, credit counseling and transfer of borrowers to private credit through graduation. Directly supervises specialists and technicians assigned to the Area Office.

Requirements

  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Plans and evaluates program activities related to the State's business & cooperative development loan, grant, and loan guarantee programs; Provides training in business program law and regulation, credit counseling and loan and grant processing, servicing actions and authorities; Reviews loan and grant dockets to determine conformance to policy and procedural requirements; and Manages Business Program fund allocations. Advises on and participates in resource studies, economic base studies and surveys, working closely with local and state officials and other development groups in connection with plans associated with the rural community programs. There is no education substitution for the GS-13 grade level.
