Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, San Francisco Field Office, located in San Francisco, California.

Duties

This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact. This position starts at a salary of $108,245.00 (GS-12, Step 1) to $167,336.00 (GS-13, Step 10) with promotion potential to $167,336.00 (GS-13 Step 10). In this Program Manager position you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs. Typical work assignments include: Collaborating with heads of other CBP organizational elements to negotiate, decide on, and coordinate work changes affecting the assigned program segment. Providing timely, authoritative, and sound advice to supervisor and operating officials relative to programs managed. Maintaining contact and liaison with appropriate persons to maintain awareness of policies, regulations and technological changes. Initiating and monitoring special studies to include analysis of workload, personnel utilization, administrative facilities, and organization operating requirements for the program segment. Administering the effective utilization of resources for the program segment and assuring that unfinanced requirements are fully documented and processed through approved levels.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning and independently completing work with minimal supervision and without in-depth instruction or step-by-step guidance. Performing day-to-day tasks on own initiative and is responsible for completeness, adequacy, and accuracy of all work assigned inclusive of, but not limited to, studies, assessments, analyses, recommendations, and planning actions. Developing concept briefings and products for broader use by senior staff in dealing with external organizations. Identifying and resolving unique issues where no policy exists, taking innovative actions to address new needs and/or issues. Receiving, reviewing, analyzing, or disseminating sensitive national security data or information on a regular and recurring basis. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing guidance and leadership in carrying out program strategies and to ensure policies and plans include a long-term outlook consistent with customer needs. Assuring optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative program oversight. Developing detailed plans, goals, and objectives for the short and long-range implementation of programs, and/or developing criteria for evaluating the effectiveness of same. Analyzing and formulating agency requirements for resource management of information, and resource management to support allocation targets for national as well as international mission requirements.
