The position is located in the Bureau of the Fiscal Service (Fiscal Service); Executive Director, Administration Resource Center (ARC); Assistant Managing Director, Service Delivery; Division of Procurement Services (DPS)

Duties

As a Lead Contract Specialist (Contracting Officer), you will: Serve as a technical expert and advisor, including acting as a mentor and trainer for procurement professionals and advising the supervisor on matters relating to the procurement of supplies and services necessary for equipping, maintaining, and supporting the mission and functional responsibilities of Fiscal Service, Division of Procurement Services, and its customers. Advise supervisor of potential problems or slippages impacting the procurement programs. Conduct research and analysis as directed by the Supervisor in connection with procedural, organizational, or administrative issues and problems. Research and compiles data and statistical abstracts related to problems or issues. Submit findings and recommendations orally or in writing to the supervisor. Assign purchase requests to contract specialists. Lead the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information to the supervisor. Prepare contracts, solicitation documents; evaluate quotes/proposals to determine compliance with regulations, adequacy in meeting customers' needs, and reasonableness of cost to the Federal Government; prepares contracts for award.

Requirements

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé. You must hold an active certificate in either the legacy FAC-C Level III in Federal Acquisition in Contracting (FAC-C), legacy DAWIA Level III in Department of Defense (DOD), FAC-C Professional, or Department of Defense (DoD) Contracting Professional. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as planning, organizing, and carrying out all phases of contracts related to the procurement of supplies and services in support of an operational mission. Examples of such experience could be: - Conducting acquisition planning; OR - Purchasing or administering services in accordance with procurement laws, regulations, and processes.; OR - Negotiating pricing analysis; OR - Executing contractual agreements.

Education

Education Requirements:

Basic requirements for the GS-13 is as follows:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
