The primary purpose of this position is to serve as an attorney-adviser in the Office of the Deputy General Counsel (Installations, Energy & Environment) (SAF/GCN) that is responsible for providing legal services pertaining to installations, energy, and environmental matters in support of the Air Force mission and operations worldwide.
Duties
At an expert level, analyzes, evaluates, and provides professional advice and counsel concerning policy and legal authorities governing the acquisition, management, disposal, and conversion of real and personal property including: enhanced use leases, housing and utility privatization, MILCON projects, BRAC policy, encroachment, strategic basing, community partnerships, renewable and energy assurance projects, and legislative proposals. Negotiates directly with senior officials of other Federal, state, and local agencies on real property issues.
Provides written or oral advice, counsel, opinions, and decisions to the Secretary, Under Secretary, Assistant Secretaries, General Counsel, and other members of the Secretariat and Air Staff on all aspects of Air Force installation, energy, and environmental matters. Develops solutions to problems involving highly intricate legal, factual, and political questions, which are often without precedent, or are so complex that it is difficult to identify what precedent may be applicable.
Investigates facts, research legal precedents, and marshals evidence involved in extremely complex legal issues concerning installation, energy, and environmental law matters. Such research and analysis are used to advise clients and prepare memoranda, reports, correspondence, and litigation materials.
Reviews Air Force correspondence, policies, documents, and other communications for legal sufficiency, clarity, and writing errors; drafts and reviews proposed legislation, correspondence, and transactional and other legal documents; reviews proposed responses to congressional inquiries; and identifies areas requiring improvement or clarification and makes recommendations for revisions. The unique nature of the Departmental activities typically makes legal issues extremely complex and difficult and require a high order of creative and original analysis, often requiring the ability to draw from a wide variety of practice areas.

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers and American Bar Association Rules of Professional Responsibility and the rules of the jurisdiction(s) in which incumbent is licensed to practice.
2. Incumbent must be able to analyze extremely complex legal issues, including issues relating to installation, energy, and environmental law.
3. Knowledge of the research methodologies, including computer-assisted technologies, necessary to research applicable Federal, State, interstate, and local laws and regulations concerning issues involving installation, energy, and environmental law.
4. Skill in applying advanced data gathering tools, including, but not limited to, formal interviewing techniques, archived records retrieval and review, information requests under the various Federal and State access laws, and formal discovery, to collect various types of factual information.
5. Superior skills in the areas of oral and written communications and interpersonal relationships. Knowledge of computer productivity software, e.g., Microsoft Word, Outlook, Excel, or PowerPoint.
6. Knowledge of the administrative and judicial litigation process including significance of the administrative record. Knowledge of the federal legislative and inter-agency decision process.

This position is designated as a Testing Designated Position (TDP IAW AFI 44-107, air force Civilian Drug Demand Reduction Program, 7 April 2010. Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
