This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Verifies that obligations and expenditures occur on a timely basis and within established annual operating programs and regulatory control/guidelines.
Monitors unliquidated obligations to include follow-up on outstanding receiving reports and contacting travelers for settlement of vouchers, preparation for Joint Reviews, and resolution of problem disbursements.
Monitors execution of reimbursable program, executes cost transfers as needed to bill customer, assists with year-end closeout of reimbursements, and/or follows-up with customer to ensure timely collection of receivables.
Researches, compiles, and summarizes data concerning all elements of resource (EOR), workload, and line item information needed for the execution of budget estimates.
Anticipates and analyzes problem areas to develop corrective action required, and provides advice toward resolution of technical matters pertaining to the budget process.
Checks the accuracy, adequacy, and completeness of budget estimates and/or transactions submitted for fund certification by comparison with historical data and/or published guidelines.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position which requires the incumbent to comply with the requirements of this certification program within 24 months of entering the position.
- Up to 5% business travel may be required.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) assisting in the formulation and/or development of an organization's annual operating budget; 2) monitoring the use of an organization's funds to assure that obligations incurred and resulting expenditures are in accordance with existing laws and regulations; 3) reviewing estimates of an organization's annual funding needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07)

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Public Administration, Business, or another related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
