Duties

You will be a supervisory engineer in the field of Cost Engineering, serving as Regional Technical Specialist, subject matter expert, and technical advisor for all engineering aspects of the Cost Program throughout the regional Command. As the Supervisory Cost Engineering Section Head, you will provide technical expertise, community management, and regional interface for cost engineering requirements in design, design review, construction, and rehabilitation for projects. You will be responsible for all cost engineering products and services performed by subordinate cost engineers within the section. You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, the type of work, existing workload, and the capabilities of the employees. You will be responsible for cost engineering products in services that support design and construction of military and shore installation facilities projects, and coordinate and direct cost engineers in accomplishment of project cost estimates. You will serve on independent technical review teams and quality assurance teams, providing technical direction consistent with Navy policy to Field Engineering Commands and Architect-Engineer firms.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

  • The incumbent must achieve certification as a Tri-Service Certified Cost Consultants (CCC) within 24 months of entering the position.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license or registration with your application package. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing consultative services on cost engineering issues and the entire range of architectural and engineering activities for facilities construction and experience in cost engineering; 2) Applying analytical and evaluative methods and techniques to conduct analyses of requirements for cost, labor, and materials of construction projects for a wide range of shore-based facilities types; 3) Planning, organizing, and leading project and process improvement teams to develop new approaches to cost estimation processes and tools and to establish and maintain performance quality levels; and 4) Conducting studies and analyses of requirements for cost, labor, and/or materials; and to evaluate and advise on cost estimates and contract change orders. Education

For the GS-0801 General Engineer series, applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the GS-0808 Architect series, applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A Bachelor's Degree in architecture

OR

A bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

OR

A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities

OR

Lacking a degree in architecture, 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates the acquisition of a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required)
