Duties

The primary purpose of this position is: To serve as program analyst for Mission Sustainment/Encroachment Management and Community Partnerships and planning, as advisor contributing executive leadership and expertise to the Wing Commander, ensures Department of the Air Force (DAF) policies governing mission sustainment/encroachment and community partnerships are effective and sufficient. Manages the Mission Sustainment, Encroachment Management, and Community Partnership Program for the Air Force Reserve utilizing asset management principles. Serve as the focal point for coordinating Air Force Mission Assurance enterprise planning, programming, budgeting, execution, and policy efforts. Executes Portfolio Management Analysis. Integrates AF enterprise-wide mission sustainment/encroachment management and decision support based on Key Performance Indicators (KPIs) and Targets & Measures (T&M) derived from strategic policy, guidance, and mission requirements. Maintain liaison with DoD, Military Components, Congress, all appropriate government agencies and private planning organizations, as well as state and local government agencies to implement the OSD Mission Sustainment/Encroachment Strategy and mitigation initiatives. Leads teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans.

Qualifications

Conditions of Employment Continued: This position is designated as a key position IAW DoD Directive 1200.7 Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling this position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Knowledge of the concepts, theories, policies, and procedures of one or more of the following fields: Mission Sustainment including environmental, civil, mechanical, electrical, or general engineering; Community partnership and planning including Noise analysis and Air Installation Compatible Use Zones; Mission Assurance including security, protection, and risk-management countermeasures; Mastery of mission sustainment asset management principles, the application of resources, and OSD and DoD theories, policies, directives, and procedures in property acquisition, management, and/or disposal; Mastery knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Office of the Secretary of Defense (OSD), Department of Defense (DoD) concepts, theories, policies, directives, and procedures of one or more of the following fields: Mission Sustainment including environmental, civil, mechanical, electrical, or general engineering; community partnership and planning including Noise analysis and Air Installation Compatible Use Zones; Mission Assurance including security, protection, and risk-management countermeasures. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds. Knowledge of organization and command program goals and objectives; the sequence and timing of key operational events and milestones; and methods of evaluating the effectiveness of planning actions related to actual events. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve program operations and management systems. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures; identifying compliance issues; and in evaluating system safety, efficiency and effectiveness. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
