Performs accounting technician work relating to the financial activities of the International Boundary & Water Commission, U.S. Section, (USIBWC) for examination, verification, maintenance and reconciliation of various documents, requests for payment, transactions, and accounts. Serves as point of contact for the agency in responding to internal and external inquiries on accounts payable, travel & reimbursements, regulations & procedures and resolving operational concerns affecting pay.
Duties
Processes obligated payment requests (i.e., invoices, travel vouchers, reimbursements, etc.) against appropriated funds.
Reviews and verifies requests for payment against various authorizing documents such as blanket purchase agreements (BPA's), purchase orders, memos of understanding (MOU's), and contracts.
Liquidate obligations upon notification of receipt and supporting documents.
Reconciles general ledger accounts to ensure that all transactions are properly processed.
Input vendor invoices and other items for payment using the Global Financial Management System (GFMS).
Requirements
- You must be a U.S. Citizen or Naturalized U.S. Citizen.

- You must maintain direct deposit of your federal pay.
- You may be required to serve a one-year probationary period.

- You may be required to work overtime.
- You must be able to lift and carry items weighing up to 15 pounds unassisted such as office items and supplies; and sustain periods of bending, stooping, and reaching.

Minimum Qualification Requirement - In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For GG-06: SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GG/GS-05) in Federal service or equivalent pay band in other pay systems in the Federal government or equivalent experience in the private or public sector, which provides you with the knowledge, skills, and abilities to perform the duties of this position and that is typically in or related to the position to be filled. Examples of Specialized experience includes knowledge of accounting principles, methods, procedures, and techniques to conduct difficult and responsible analysis and make determinations within a complete accounting system; examines all accounts in order to analyze, detect trends, and problems that affect the overall operations of accounting; reviews and approves requisitions for services, supplies, real property, equipment, and adjustments for all appropriations; audits payment documents received from vendors, employees, beneficiary travel, and agent cashier for correctness; and actively directs and performs research of current accounts, historical data, source document, and etc. to develop and explain detailed information.

Time-In-Grade Requirement: Applicants who are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
