Duties
This position is located within the Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM), Office of Strategic Resources Programs (OSR) in Sterling, Virginia.
At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:
Responsible for reviewing and approving for fund certification all procurement requests for goods and or/services for assigned Divisions and Branches.
Processes and tracks purchases, associated documents and maintains procurement records.
Initiates, coordinates, reviews and maintains paperwork to assure property accountability records are current.
Responsible for determining and incorporating all material from assigned Divisions into the official records and for developing, organizing, and maintaining both physical and electronic folders and the reference material in these folders.
Reviews office correspondence for accuracy, completeness and adherence to procedures and guidelines. Amends or rejects work not meeting standards. Advises staff on correct procedures for correspondence, templates and reports.
Makes necessary arrangements for complex travel, arranges schedule of visits, makes airline and hotel reservations, notifies officials to be visited, and keeps in touch with the supervisor.
Coordinates budget requests among organization units. Defines, compiles, organizes, formats, updates, and verifies data accuracy included in the request.
Initiates personnel actions such as awards, details, hiring and onboarding; reviews award approvals, and tracks awards and monitors funds expended; maintains organization and staffing charts; tracks within grade increases; validates timesheets; and maintains personnel and performance records and assists with the Document Tracking System.
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information per annum:
GS-09: $68,405 - $88,926.
GS-11: $82,764 - $107,590.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet A, B, or C defined below.
GS-09:
A. Specialized Experience:
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Manage an organization's official electronic and hard copy records to ensure compliance with records management policies;
2) Utilize administrative system applications to initiate or process personnel actions; monitor and reconcile the expenditure of funds; enter or review payroll; and/or make travel arrangements;
3) Prepare purchase requests and agreements for services, supplies, and/or equipment;
4) Utilize database and/or a document tracking system to gather facts and analyze data, problems or issues for management;
5) Prepare, manage, track and report detailed financial and staffing information for budget execution purposes; and/or
6) Prepare procurement paperwork to obtain goods and services.
Must meet at least 4 of the 6 specialized experience requirements.

B. Education: Possess 2 full years of progressively higher-level graduate education or Master's or equivalent graduate degree (such as an LL.B. or J.D. if related).

C. Combination of Education and Specialized Experience: Possess a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.
GS-11:

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Manage an organization's official electronic and hard copy records to ensure compliance with records management policies;
2) Utilize administrative system applications to initiate or process personnel actions; monitor and reconcile the expenditure of funds; enter or review payroll; and/or make travel arrangements;
3) Prepare purchase requests and agreements for services, supplies, and/or equipment;
4) Utilize database and/or a document tracking system to gather facts and analyze data, problems or issues for management;
5) Prepare, manage, track and report detailed financial and staffing information for budget execution purposes; and
6) Prepare procurement paperwork to obtain goods and services.

B. Education: Possess 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, or LL.M, if related.

C. Combination of Education and Specialized Experience: Possess a combination of graduate level education beyond the first 2 years of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.
