The primary purpose of this position is to manage a diverse safety and occupational health program involving diverse weapons, industrial safety, occupational activities, and provide advisory safety services
Duties
Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse weapons/explosives safety program
Performs a broad range of safety and occupational health duties in one or more areas of safety and occupational health.
Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, covering a wide range of work operations.
Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary based on interpretation of policies, standards, and regulations.
Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirements (IOR) for the GS-0018, SAFETY AND OCCUPATIONAL HEALTH MANAGER series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
Certificates
Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.
SPECIALIZED EXPERIENCE: I have within 120 day of the closing date of the announcement 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes knowledge of complex safety and occupational health principles, practices, procedures, laws, regulations, Examples of specialized experience include Reviewing complex weapons and explosives safety plans/programs. Conducts safety and occupational health surveys of facilities and equipment related to the full range of work operations. Evaluates a variety of complex, unconventional safety and occupational health problems. Obtains statements from witnesses, photographs mishap scene, records circumstances of mishap and extent of injuries, estimates cost of property damage. Coordinates with other installation offices regarding occupational health matters affecting installation personnel and devises specialized operating practices involving diverse but recognized hazards and develops and issues instructions and procedures establishing technical and administrative weapons and explosives safety requirements; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of safety and occupational health risks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of complex safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of safety and occupational health risks.
Knowledge of basic safety construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.
Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions.
Skill in conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for safety code compliance.
Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities.
Ability to plan, organize work, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
