Duties
This is a temporary position for 1 year and can be extended an additional year depending on the park funding.
Analyzes, evaluates, and improves the efficiency of internal administrative operations, and/or management activities within a park or program. Applies established methods, guidelines, and past precedents to conduct management analyses to resolve conventional problems and situations. Applies past NPS scorecard analyses, organizational reviews, cost/benefit analyses, trend analyses, communications analyses, and project analyses to conduct new analysis. Recommends changes that meet agency and bureau initiatives and strategic objectives, and ensure compliance with current laws, regulations, and policies. Develops procedures and systems for assessing the effectiveness of management activities.
Provides Park and/or program managers with analyses, assessments, and evaluations with special attention to performance measures, indicators, and data. Reviews audit, accountability, and investigative reports, when necessary, to determine appropriate changes or corrective action required. Recommends workable solutions and management actions that are based on sound management principles and are achievable in relation to agency and bureau policy and regulations.
Analyzes and evaluates the effectiveness of line or operating programs (e.g., visitor services, interpretation, education, protection, security, natural resources, cultural resources, historic preservation, scientific research, special park uses, permitting, recreation fees, concessions, partnerships, leasing, facilities, maintenance, and housing) within a park or program. Applies established methods, guidelines, and past precedents to perform quantitative or qualitative analysis that determines the effectiveness of programs in meeting established goals and objectives. Identifies resources (e.g., staff, funding, equipment, facilities) required to support program operations.
Applies established methods, guidelines, and past precedents to develop and conduct surveys to determine programmatic compliance with regulations, procedures, and strategic objectives. Conducts preliminary surveys of programs, functions, and/or activities to determine which areas to emphasize during assigned studies/evaluations. Analyzes pertinent data such as questionnaire results, previous or related reports, and background information. Works with management to ensure that findings are complete, technically accurate, and reflects the complexity and interrelationships involved.
Qualifications
ADDITIONAL REQUIREMENTS:
You may be required to complete training and operate a four-wheel drive vehicle.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work evenings, weekends, holidays, overtime work.
This position has a work schedule based on the varying workload, and your work schedule is subject to part-time
You may be required to travel overnight away from home occasional per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
All qualifications must be met by the closing date of this announcement-12/09/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-0343-11 grade level, you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-0343-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: include but are not limited to program oversight and accountability; community partnership facilitation; communication and public trust duties; project management and team accountability; program specialist work involving the development and implementation of policy related to management of park areas or similar operations; office management; or similar work. You must include hours per week worked.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must include transcripts.

You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
