Duties

Serves as an advisor to the Supervisory Logistics Information Technology (LIT) Specialist (SASMO) and Systems Administrator on all Combat Service Support (CSS) Automated Logistics Systems and Programs. Exercises knowledge and oversight for all matters pertaining to the fielding and operation of Automated Logistics System and Programs. Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation. Identifies funding requirements to support SASMO operations, justifies and submits budget requirements for State/Territory operating budget, and executes funds received. Is the technical expert within the State/Territory responsible for providing technical and functional guidance for serviced Automated Logistics Systems and Programs. Serves as project leader/supervisor responsible for developing, assigning, and coordinating duties and projects for LIT systems administrators. Serves as the senior LIT systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs. Reviews SASMO Standard Operating Procedures (SOPs) to ensure they are current (i.e., help desk, repair operations, etc.). Evaluates trouble tickets escalated from the help desk, setting priorities on a weekly and monthly basis. Coordinates automation initiatives with State G6 and G3 elements. Operates as the Quality Control Specialist for the Quality Control Program and Quality Control Plan. Oversees a variety of studies, analyses, and reports regarding the integrity of all LIT systems. Conducts quality inspections, customer feedback, and continuous improvement initiatives associated with the Quality Control Plan. Perform Software conversion, hardware fielding and continuous support. Researches and resolves hardware, software, and applications program problems by troubleshooting and working with user, NGB support agencies, and/or manufacturer/vendors/representatives as required. Develops/implements programs to ensure software and vulnerabilities updates are applied in proper order. Coordinates and communicates with Department of the Army (DA), National Guard Bureau (NGB), and Program Executive Office/Program Manager, regarding CSS operations and automated systems support, problem resolution, software upgrades and change packages. Assists functional users in automated CSS systems management and operation. Provides advisory services for functional users. Provides requested information gathered through the analysis of available documentation such as functional user manuals, regulations, operations manuals, and technical support manuals. Provides assistance to functional users in the identification of computer problems, troubleshooting diagnostics and resolution of technical problems identified in trouble tickets and initial setup of serviced Automated Logistics System computers to include loading software, configuring modem and network card(s), assigning Internet Protocol (IP) addresses with correct subnet, connectivity to the network as required, coordinating with other support personnel and completing technical inspections. Provide hands on technical support to all State/Territory unit Logistics Automation Systems in order to provide uninterrupted operation and support. Resolves issues and problems concerning the effectiveness and efficiency of automated logistical systems administrative and systemic work operations. Utilizes knowledge of logistics management principles, policies, and procedures to implement, establish, and execute operational plans and policies for the Automated Logistics Systems. Analyzes requirements, manages, and coordinates automated logistics information system hardware and peripherals pertaining to the receipt, distribution, installation, and life cycle management of devices that are directed to be managed at unit/State/Territory level. Installs, tests, and evaluates automated logistics information system hardware. Manages the State/Territory CSS automation hardware tactical computer exchange (TCX) (aka equipment float) program and ensures accountability of exchanges. Performs organizational and direct support level hardware maintenance on automated logistics information systems as required. Determines systemic problems during maintenance of hardware or in the application of software and initiates corrective action as needed. Provides operator level assistance on Automated Logistics Information Systems and Programs. Troubleshoots automated logistics information systems and programs. Coordinates and administers assigned training programs. Provides technical assistance to functional users for start-up and operation of automated logistics information systems and programs. Performs other duties as assigned.

Requirements

  • APPOINTMENT FACTORS: Excepted/Warrant Officer/Enlisted in the Alaska Army National Guard.
  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Specialist (SPC/E4) and the maximum military grade is Warrant Officer (WO1/W1).
  • This is an Army National Guard dual status technician position which requires military membership.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments.
  • DRIVER'S LICENSE: Due to the nature of this position, you must have valid State and Military driver's licenses.
  • DESIRABLES: Possesses Information Assurance Certification Level IAT-1 or IAM-1. Experience with Global Command Support System - Army (GCSS-A) Man-Hour accounting and work order management .

Qualifications

SPECIALIZED EXPERIENCE / EDUCATION is experience/education which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. To qualify for this GS-11 position, you must possess the Experience or Education as described below: Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Performs organizational and direct support level hardware maintenance on automated logistics information systems as required Provides technical assistance to local functional users to minimize operational disruptions. OR Education: Possesses a Ph.D., equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Note: To qualify using education as the basis, you must include a copy of your transcript.**In order to use education as a substitution for experience or as a combination of experience and education, you must submit a copy of your transcripts. If submitting transcripts from foreign universities/colleges, you are required to submit a credential evaluation from a private U. S. organization that interprets your foreign education or degree. To be acceptable for Federal employment, foreign education must be equivalent to education or degrees acquired at accredited colleges, universities, or educational institutions in the United States. Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: - Ability to establish Logistics Information Systems on land or satellite-based networks and operate systems in order to verify connectivity and system functionality for computers, network equipment and associated peripheral devices. - Ability to trouble shoot and provide staff advisory/user assistance, training, evaluative services, and functions to enhance computer system operability/interoperability. - Knowledge of DOD, DA, and NGB IT regulations, policy, and guidance. - Knowledge of data processing rules, operating procedures, terminology, codes, processing methods, network integration, and current operating system hardware and software characteristics, capabilities, and limitations combined with a knowledge of state technical and administrative requirements and procedures sufficient to research and evaluate feasibility of proposed automation applications, develop programs and make recommendations on new and upgraded hardware and software. - Knowledge of Army National Guard (ARNG) CSS related missions, objectives, terminology and management practices sufficient to recognize probable areas of interaction and overlap between proposed applications and existing systems. - Knowledge of standard computer systems sufficient to troubleshoot hardware and software problems and skill to isolate causes. - Knowledge of capabilities and limitations of a variety of hardware and operating systems; technical characteristics of computer equipment systems and software; and established equipment testing methods and terminology. - Knowledge of instructional and communication techniques sufficient to conduct required training, provide customer/user assistance while improving their self-sufficiency and productivity with the equipment and software.
