The Supervisory Equal Employment Opportunity Manager serves as the principal advisor in the areas of Equal Employment Opportunity, Affirmative Employment, the Civil Rights External Programs, Alternative Dispute Resolution, Diversity and Inclusion, at the Orlando VAMC for the Director, and leadership team, service chiefs, supervisors, and employees. Recommending and implementing procedures used to resolve issues in controversy without resorting to litigation. Reports to Director's Office

Duties

Include but are not limited to: Directs the work of a staff of EEO/AE and D&I professionals, and administrative personnel to accomplish the work of the EEO/Diversity Program in the VISN and local facility. Responsible for all human resources, budget management, financial management, property management, procurement and acquisition, time & attendance, and all associated administrative functions for the effective operation of the D&I program. Exercises a high degree of judgment in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment. Conducts periodic evaluations of the workforce to develop data that can be utilized in evaluating the effectiveness of the program. Serves as technical advisor and chair to the facility EEO Advisory Committee and participates in VISN 8 EEO activities. Serves as the Alternative Dispute Resolution (ADR) Coordinator for the medical facility. Assists the VA's Office of Resolution Management (ORM) and Administrative Judges with investigations and hearings. Serves as technical expert for processing Federally conducted external complaints in accordance with agency policy which are not processed by ORM. Identifies organizational and occupational areas that need improvement and develops alternatives in order to resolve problems. Conducts EEO Training, including the Prevention of Sexual Harassment, Diversity, EEO Complaints Processing, Basic Mediation and No FEAR Act training, for all managers and supervisors. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GA-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Equal Opportunity Management experience. Minimum Qualification Requirement: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized Experience: Includes, but not limited to: Oversees and administers the daily operation of the EEO program. Serves as the Alternative Dispute Resolution (ADR) coordinator; recommend and implement procedures used to resolve issues in controversy, such as assisting in settlement agreements, conciliations, facilitation, mediation, and fact-finding; compiles and analyzes statistical data in order to evaluate progress of the EEO program.
