About the Position: This position is located at Fort Riley, Kansas.
Salary negotiation may be available for those candidates who are new to Federal service.
Non-Federal work experience may be creditable for leave purposes.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serve as official Contracting Officer Representative (COR) for Nutrition Care Division for locally managed contracts.
Verify that contractor performs the requirements of the contract in accordance with the contract terms, conditions and specifications.
Perform or cause to be performed, inspections necessary in connection with contractors performance and verify that the contractor has corrected all deficiencies.
Monitor earnings and expenditures to assure earned rations are not over-expended.
Identify and recommend procedural changes, evaluate cost and spending trends, and make recommendations for cost savings and fiscal responsibility.
Serve as site manager for the Computrition automated system.
Serve as Key Control Officer to maintain accurate records of Key issues and receipts and performs bi-annual inventory of all keys in the department.
Oversee procedures, policies, computerized equipment, updates, trouble-shooting, and training for POS system and money handling for Nutrition Care Division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This is a Financial Management Level 1 Certified position. Incumbent of this position is required to comply with all requirements of this certification program.

Specialized Experience: One year of specialized experience which includes maintaining financial control records; utilizing an automated system to review annual operating budgets and contractor invoices for accuracy; and compiling figures and reports for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05 or above]).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
