The Program Coordinator is responsible for management of an 18-bed behavioral health service that provides integrated, multidisciplinary residential substance use rehabilitation, and a 9-bed CWT-TR (Transitional Residence) service. The Program Coordinator is responsible for defining the mission of the units, developing the scope of practice for clinical staff, implementing best-practice programming, and enacting quality improvement measures consistent with regulatory mandates and guidelines.

Duties

Major duties include, but are not limited to the following: Residential Rehabilitation Treatment Program (RRTP) Program Coordination (60% of time): Program Administration and Development: The incumbent is responsible for the establishment, documentation and implementation of short and long-range program goals for SUD programs at Grand Island. The incumbent develops and implements policies and procedures pertinent to all aspects of RRTP program's operation and treatment services. The incumbent systematically reviews RRTP and CWT-TR activities and maintains a professional standard of service by developing and implementing quality improvement and annual program evaluation activities The incumbent is responsible for developing all documentation and reporting standards for the patient's clinical record, and showing compliance with JC and VAMC requirements by all staff in the program. The incumbent will be responsible for proper planning to assure assigned staff, office space, funds/contracts and equipment are available to efficiently provide care to patients. The incumbent coordinates admissions for the unit ensuring timely access and appropriate admissions. The incumbent represents Grand Island SARRTP & CWT-TR as appropriate at clinical and administrative Medical Center meetings, conference calls and community events. The incumbent is responsible for submitting reports to top management, VA Central Office, and the Substance Abuse Program Evaluation Center on a recurring or special basis. The incumbent will be responsible for planning and implementing corrective action when the Grand Island SARRTP & CWT-TR Programs are determined to be deficient by internal or external review organizations. The incumbent will orchestrate data collection, analysis and report preparation for research and quality control reviews. Supervision, Consultation and Teaching: The incumbent provides direct clinical supervision to the Grand Island RRTP and CWT-TR staff, with the exception of nurses, physicians, and psychologists if these are not within the incumbent's discipline. Nurses will be formally supervised by the Mental Health Nursing Director but the program coordinator will provide input into evaluations. Physicians will have matrix supervision with the Psychiatry MH discipline lead and Psychologists will have matrix supervision with the Psychology discipline lead, both as related to licensure issues. The incumbent has the authority to approve annual, sick and administrative leave of the assigned staff. The incumbent will evaluate staff performance through review of reports, correspondence and individual conferences, using standards that the incumbent participates in developing and periodically revising. Additionally, incumbent takes disciplinary action, when necessary, to ensure the growth and development of each staff member Interdisciplinary Team Coordination: The incumbent provides day-to-day direction for the program assistant and therapists in the RRTP and CWT-TR. Incorporated into this responsibility is maintaining an appropriate distribution of the workload, assignment of day to day and special projects and monitoring the quality and quantity of workload activities. Clinical Activities (40% of time): The incumbent will be required to perform clinical duties consistent with the scope of practice for their discipline. Clinical activities may include individual psychotherapy, biopsychosocial assessments, initial consult screenings, treatment team participation, psychotherapy groups, and treatment planning. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. Grade Determinations: Licensed Professional Mental Health Counselor (Program Coordinator), GS-12: Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities: In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. Ability to make key decisions in the hiring and identification of top candidates. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team.
