The primary purpose of this position is: To serve as the first level supervisor and manager for the Environmental Element. To serve as the primary environmental program manager to perform management, execution, and operations for assigned program element(s).

Duties

Plans, organizes, and directs the activities of the Environmental element. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Environmental element with a variety of installation and functional area organizations. Communicates and coordinates base Environmental matters with higher headquarters, regulatory agencies, and community officials as needed. Directs the development and execution of the Environmental budget.

  • This is a Centrally Managed Position in the civil engineer Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • The employee must obtain and maintain an appropriate Secret Security clearance as a condition of employment.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required.
  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
  • Professional registration or license in one of the 50 states or territories is desired but not required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: 0401-Basic Requirements Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. 0020-Basic Requirements Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. 0801 / 0819-Basic Requirements Use the GS-800 individual occupational requirements for Professional Engineering Positions. 1301-Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes develop goals and objectives integrating organization and Environmental Element objectives; Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements; Meets with key customers and coordinating officials to assess customer satisfaction, explain organization and environmental policy and procedures, and resolves significant problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional engineering/scientific principles, practices, techniques, regulations, and procedures to effectively perform supervisory functions associated with environmental compliance and restoration project development, execution, training, and advisory services. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the Department of Defense (DoD) planning, programming and budgeting system (PPBS). Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into environmental compliance and restoration. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
