THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number T5261000 and is part of the CO JFHQ G4, National Guard.
Its purpose is to manage Department of Defense (DOD) convoys moving within the state; and to plan, organize and direct preparation, maintenance and execution of peacetime and wartime ARNG movement plans for all units within the state.
Duties
Serves as primary state representative and point of contact for all DOD highway movements. Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Represents the CONUSA Commander as DOD representative of the state DOT Emergency Highway Traffic Regulation (EHTR) Center, when activated by the governor. Manages the State General Services (GSA) lease Vehicle Program (less recruiting and retention vehicle program). Plans and schedules work in a manner that promotes a smooth flow and even distribution. Performs other duties as assigned.
Requirements
- Must be a current Permanent GS-9 Title 5 employee in the G4 or JFHQ.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Incumbent must complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
- Incumbent must complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.
- Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
- Applicant must have current access to TC-AIMS and Joint Container Management.

Must have experience or knowledge in each of the following:
1. Experience working with or knowledge planning and accomplishing a variety of complex work assignments and/or identify problems and be able to analyze and resolve transportation issues or problems.
2. Experience working with or knowledge of the capability and limitations of various modes of transportation to include rail, highway, air, and sea.
3. Experience planning and directing the installation operations for the movement of vehicles, equipment, conventional ammunition, and materials via most feasible method available (air, rail, truck or vessel/barge).
4. Extensive knowledge of all traffic management regulations to include freight, passenger and other service (Navy and Air Force) regulations as well as the applicable Code of Federal Regulations.
5. Experience working with or knowledge of various travel entitlements, policies, and procedures pertaining to personnel moves (Group moves, PCS and movement of household goods).
6. Experience working with or knowledge of executing travel arrangements via all modes of Government and commercial transportation to destinations worldwide.
Education
Education cannot be substituted for Specialized Experience for this position.
