The incumbent serves as the Administrative Chief of Medicine Service. The Administrative Chief position is organizationally aligned under the Chief. Medicine Service. The Chief reports to the Medical Center Associate Chief of Staff for Operations.

Duties

The incumbent serves as Administrative Chief responsible for directing the day-to-day functions of the Medicine Service (MS) to assure the highest degree of quality care provided to the patients served at the Medical Center and applicable private facilities under fee basis arrangements. Duties include but may not be limited to the following: Evaluation and interventions targeted for improvement of productivity, management controls and short and long range planning. Monitor attending and resident staff and acts in conjunction with Section Chiefs and the Chief of Medicine to ensure all medical documents are signed and/or cosigned and all reports and discharge swnmaries are dictated according to medical center policy. Oversee the operations of the MS and works closely with the Chief to ensure quality outcomes in the work and care delivered to the veteran patients serviced. The incumbent has three major areas of responsibility which are administrative, personnel management, and consultative. Act as liaison with Human Resources concerning personnel related matters. Perform necessary research/studies and conduct cost-benefit analysis relative to planning for present and projected resources needs such as, but not limited to, space, personnel, equipment and budget. Serve as a Contracting Officer Technical Representative (COTR). Administer the Safety Program for the MS, coordinating and attendance of all employees at safety training sessions, preparation of related safety reports, ensuring the MS maintains a safe work environment, maintains current MSDS documents, and assures that all employees comply with safety and standard precautions. Develop and implement educational and research components of MS in the context of the Research and Education of the VHA. Develop and coordinate all short and long range planning activities of the MS by working with professional staff for new and expanding clinical programs. This includes evaluating qualitative and quantitative information, analyzing data, preparing budget, and conducting cost analysis of the program's effectiveness and efficiency with regard to deli very of quality care, medical center reimbursement and referral activities. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .12/05/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but is not limited to: planning, organizing, directing, evaluating, advising, and coordinating administrative and clinical activities; Monitoring the use of the card by the cardholders and certifying all transactions; and setting priorities, assigning tours of duty, leave administration, performance standards, preparing position descriptions, training, performance evaluation and counseling, awards management, administrative/disciplinary actions, recruitment and placement, obtaining resources for continuing education, annual competency reviews, position description classification and management; managing operational aspects of contract administration for scarce medical specialty contracts. You will be rated on the following Competencies for this position: Contracting/Procurement, Data Management, Decision Making, and Financial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work includes walking, standing, bending and sitting at and using a computer.
