Positions are located in the Office of Operations (OO), Office of Acquisitions and Grants Services (OAGS). OAGS is responsible for negotiating, awarding, and managing all contracts and grants. This position provides a wide range of simplified acquisition activities and functions to procure scientific, technical, and administrative supplies, services, materials, and equipment in support of FDA's mission.

Duties

Examines procurement requests to determine adequacy of the information provided. Assists in developing a meaningful description of work in conjunction with program and senior-level contracting personnel. Completes pre-award acquisition-related tasks to conduct and document market research, conducts past performance reference checks, and prepares file documentation. Ensures that the documents prepared include the required technical and contractual language, and appropriate special provisions for packaging, Free on Board (FOB) points, inspection, delivery, and payment terms. Prepares documentation and justification for award or rejection of quotations. Prepares summary of negotiations and related contract file documentation for review and signature by Contracting Officer. Daily contact with program offices and personnel to coordinate work in progress, including such things as vendor performance, changes in the scope of purchase orders, delivery information, funds control, order closeout, etc.

Qualifications

Applicants must meet the following eligibility requirements to participate in this Recent Graduate Program: A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or qualifying certificate from an accredited educational institution within the 2 years preceding the closing date of this announcement. -OR- B. Released or discharged from active duty within the previous two years by 12/16/2024, where as a veteran who, due to a military service obligation, was precluded from applying to the Recent Graduate Program during any portion of the 2-year eligibility period following completion of degree or certificate requirements, are entitled to a full 2-year period of eligibility upon release or discharge from active duty. In no event, however, may the eligibility period extend beyond 6 years from the date on which the preference eligible veteran completed the requirements of the degree or certificate. -OR- C. Individuals who are expected to graduate with a qualifying Associate's, Bachelor's, Master's, Doctorate, professional, vocational or technical degree or certificate program by 12/31/2024. Current students must meet all eligibility and qualification requirements before a final offer can be made. NOTE: You must submit transcripts or official documentation to verify your eligibility under the Recent Graduate Program. Transcripts/resume MUST reflect the degree/certificate program and the degree conferred date. If your degree/certificate has not been conferred, you MUST provide your anticipated graduation date on your resume, transcript or on a letter from the university. Selectee's entry on duty date will be upon degree conferment. In addition to the eligibility requirements for the Pathways Recent Graduate Program, you must also meet the following OPM Qualification Requirements listed below by 12/16/2024 in order to qualify for the Purchasing Agent (Office Automation), 1105, at GS - 6/7. GS-6: Applicants must have one year of experience, equivalent to at least the GS-05 level in the Federal service which includes experience preparing routine correspondence, receiving requests, initiating process, maintaining files and monitoring inventory; coordinating solicitation and delivery schedules with requesting activity; providing contract administration for purchase orders; or purchasing a wide variety of routine goods, services, and non-routine technical items and services through acquisition procedures. -OR- GS-7: Applicants must have one year of experience, equivalent to at least the GS-06 level in the Federal service which includes experience preparing routine correspondence, receiving requests, initiating process, maintaining files and monitoring inventory; coordinating solicitation and delivery schedules with requesting activity; providing contract administration for purchase orders; purchasing a wide variety of routine and more complex goods, services through acquisition procedures; preparing appropriate documents for the contracting officer; or evaluating contractor performance. In addition to describing duties performed, applicants must provide the exact dates of each period of employment (from MM/YY to MM/YY) and the number of hours worked per week if part time. FOREIGN EDUCATION

Foreign Education is education acquired outside of any State of the U.S., the District of Columbia, the Commonwealth of Puerto Rico, a Trust Territory of the Pacific Islands, or any territory or possession of the U.S.

Applicants using part, or all of their education completed outside of the U.S. to meet the qualification requirements, must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. We will only accept the completed foreign credential evaluation.

To be acceptable, the foreign credential evaluation must include/describe at a minimum, the following information: (1) The type of education received by the applicant; (2) The level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the International Evaluation Standards Council; (3) The content of the applicant's educational program earned abroad, and the standard obtained; (4) The status of the awarding foreign school's recognition and legitimacy in its home country's education system; and (5) Any other information of interest such as what the evaluation service did to obtain this information, the qualifications of the evaluator, and any indications as to other problems such as forgery. Note: Some positions require the completion of specific courses or a specified number of credit hours. Therefore, the foreign credential evaluation should provide information similar to that of an official transcript, to include a list of the courses taken, quarter and/or semester hours awarded, the cumulative grade point average (GPA), honors received, if any, date degree awarded.
