This position is located on the National Forests in Florida in Crawfordville, FL.
This position is a Staff Officer for Lands, Boundary Management, Special Uses, Minerals, Recreation, Heritage, Engineering, and Administration. In this capacity, the incumbent provides strategic guidance and leadership for these Forest programs and activities.

Duties
Duties are listed at full performance grade level GS-13.
Advise officials of other Units or organizations and higher-level management officials on program and administrative work.
Plan complex analytical studies of organizational elements and works to identify problems and approve resource use, administrative support, and management effectiveness.
Establish internal procedures to ensure adequate control in terms of deadlines, progress reports, and directives.
Provide leadership for the accomplishment of work projects with due regard for sound management practices, including economical and proper use of supplies and equipment, efficient use of personnel, and safety practices.
Negotiate with other organizations and key staff in resolution of issues regarding quality assurance, deliverables, timelines, conflicts, etc.
Participate with top management officials to furnish specialized information for use as a base for policy-making and overall planning.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.

- Subject to one-year supervisory/managerial probationary period (unless prior service is creditable).
- New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as meeting one or more of the following: Assisted in the long-range resource planning, program direction, coordination and evaluation of program areas which may include engineering, recreation, lands, heritage and special uses; Developed and implemented multiple-use resource management plans which covered a diverse range of resource management issues; Developed short and long range objectives, budgets, and priorities; Implements project plans for land management program areas; Provides recommendations on development and execution of Forest engineering, recreation, and lands programs.
For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined meeting one or more of the following: Worked as a senior specialist that required knowledge and skill in performing analytical, planning, and evaluative assignments concerned with the administrative and operational aspects of organizations, programs, services and management. Such work should demonstrate experience in planning and conducting administrative and management studies, evaluations, and improvement projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
