You will serve as a BRANCH MANAGER in the FLEET and FORCE LEVEL ANALYSIS DIVISION, PERFORMANCE ASSESSMENT DEPTARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will be responsible with building technical capacity to build reliable and scalable analysis applications that will integrate with the Strike Force Interoperability (SFI) related programs. You will assign, schedule and fully task interoperability analysts and project leads to support Strike Force Interoperability (SFI) testing and Fleet Interoperability training. You will recruit, train and develop interoperability analysts in order to build and maintain technical capacity to support both developmental and operational interoperability testing. You will set expectations and evaluate performance of direct reports on a continual basis in order to help them achieve optimal results. You will manage conflicts and mediate resolutions quickly and effectively via one to one methods or by working with Command's Labor and Employees Relations resources. You will actively collaborate and consult with the Fleet Technical Project Manager to execute the Strike Force Interoperability (SFI) programs, solve challenges and aid in improving Strike Force Interoperability. You will serve as the Interoperability Assessment branch first-line supervisor in the Fleet and Force Level Assessment Division.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer, mathematician, statistician, or scientist managing technical programs for the development, improvement, or management of analysts to ensure alignment with strategic objectives of combat or warfare program. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

  • 08XX Professional Engineering Series - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
  • 08XX Professional Engineering Series - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.   • 1310 - Physics Series- Degree: A. physics; or related degree that included at least 24 semester hours in physics; OR
  • 1310 Physics Series - Substitution of Education/Experience: B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education; (Note to Applicants: Please see the Qualifications & Education sections of this announcement for a link to the Office of Personnel Management (OPM) Individual Occupational Requirements. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound); OR
  • 1529 Mathematics Statistics Series - Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.; OR
  • 1529 Mathematics Statistics Series - Substitution of Education/Experience: Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
