You will serve as a SUPERVISORY INTERDISCIPLINARY in the Facilities Management Division, Public Works Department, NAVFAC SOUTHWEST, China Lake, CA.

Duties

You will be responsible for Planning and Facilities Management, Customer Liaison Support, Financial Management and the Supervision of Facilities Management Division Personnel. You will analyze facility measurement and space utilization data to address changing facility requirements and missions. You will develop budgetary requirements for current and future programs to ensure funds are utilized correctly and program goals are being met. You will review program policies and procedures to ensure that organizational engineering projects are in compliance with external or local directives. You will compose technical correspondence to communicate engineering and architectural designs, plans, and objectives to higher level management, technical experts, and staff.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series, or Certified Planner for the 0020 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Note: you MUST provide a copy of your current registration with your application. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing extensive and thorough knowledge of the principles, concepts, theories, and practices of community planning and civil, industrial, electrical, and mechanical engineering sufficient to review engineering proposals, drawings, specifications, etc. used in the planning, design construction, alteration and/or repair of naval facilities and to provide technical advice; 2) Applying substantial knowledge of Federal Appropriations law and regulations as they pertain to the expenditure of appropriated funds; 3) Utilizing budget development and execution principles and tools; and 4) Demonstrating the ability to work with numerous, often-conflicting parties using negotiation and facilitation tactics as well as analytical and conflict resolution skills. FOR THE COMMUNITY PLANNER SERIES: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
Combination of education and experience where I have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
Combination of education and experience where my courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

FOR THE ENGINEER/ARCHTECT SERIES: You must possess a Professional Engineer (PE) license if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
