About the Position: This position is responsible for assisting in the development, implementation and administration of the installation EEO program.
Duties
Counsel aggrieved employees during the pre-complaint (informal) counseling stage of the discrimination complaint process.
Provide advice and assistance to complainants in preparing formal complaints of discrimination, when requested.
Assist in planning and managing the EEO programs by reviewing and analyzing statistical trends, organizations, and problem areas.
Assist in the training of managers, supervisors, and employees concerning their responsibilities in implementing the EEO programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Temporary duty travel 25% away from the normal duty station.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-09: At least one FULL year of specialized experience at or equivalent to at least the GS-07 grade level in the Federal service. Specialized experience is defined as experience assisting with the collection of information for EEO complaints processing; and, assisting with advising managers and employees on Equal Employment Opportunity (EEO) policies, procedures, laws and regulations.

Education: Master's or equivalent graduate degreeor2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Labor Relations, Law or field directly related to the position. (NOTE: You must attach a copy of your transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (NOTE: You must attach a copy of your transcripts).
Specialized Experience for GS-11: At least one FULL year of specialized experience at or equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is defined as experience conducting pre-complaint EEO counseling; processing complaints of discrimination; advising and/or consulting with supervisors to identify EEO problems, determine causes and develop strategies for resolution.

Education: Ph.D or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Labor Relations, Law or field directly related to the position. Education
