This position will be assigned to the Air Force Services Center at Port San Antonio, TX.
This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.
Duties
The primary purpose of this position is to oversee/monitor the design and construction of Services facility construction projects to ensure projects are designed to approved concept, scope and cost. Serves as technical authority and project manager to provide oversight on architectural and engineering issues for the AF funded Services design and construction projects Develops/recommends, reviews and implements Air Force NAF facilities procedures/policies and establishes/recommends standards that affect the design and construction of Services facilities. Reviews, coordinates/approves, or develops SOWs for AE Services and Design/Build initiatives to ensure completeness and adequacy or requirements and prepares SOWs for special projects. Ensures the development and inclusion of functionally efficient, cost-effective Services facility designs in project facility submittals from MAJCOMs, bases, design agents, and commercial architects/engineers. Performs continual review, research, and interpretation of reference materials, as well as evaluation of new materials to achieve cost effective, efficient and operationally correct Services facilities. Represents the AF Services Center, in capacity as professional architect, at design and construction meetings, conferences, boards, etc. on architectural issues related to facility design and construction of AF Services activities. Utilizes professional architectural judgement to produces workable designs for consolidating or isolating Services functions. Assures projects meet or exceed established goals and metrics. Delivers presentations on status of programs, accomplishments, problems, requirements for support to senior military officers and civilians. Participates in special studies to determine appropriate recommendations for unresolved or questionable problems and performs follow-up. Recommends appropriate actions or interpretation of issues. Meets with key customers and coordinating officials to assess customer satisfaction, explain policies and procedures, and resolve problems that arise. Identifies and implements/recommends improvement processes to meet customer requirements. Plans, organizes, and coordinates the work/schedule of other engineering disciplines and architects.

Requirements
- This position requires the incumbent to complete a background investigation with favorable results.

- This position involves frequent TDY and travel by plane. Travel without restriction to locations both in the United States and overseas.

Qualifying Experience:
Requires experience, typically acquired through the completion of a bachelor's degree in architecture and supplemented by the necessary internship required for qualification testing, to design facilities. Professional experience with the full range of architectural concepts, principles, and practices and extensive familiarity with other engineering disciplines. Experience with a broad range of engineering and constructions standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. Experience with standard contracting regulations, practices, and procedures. Experience with professional architectural concepts, principles, and practices sufficient to serve as a technical authority for review of design criteria for major projects, accomplish surveys and studies, and develop special reports and briefings. Experience using Computer Aided Design systems capabilities to effectively accomplish assigned functions. Experience to negotiate, oversee and coordinate other professionals' work. Experience with related discipline systems such as landscape architecture, civil, structural, mechanical and electrical engineering, and cost estimating to ensure that areas of overlapping responsibilities between technical disciplines receive proper design considerations and that total project objectives are met. Experience with project management related to the design and construction of facilities.
Knowledge, Skills and Abilities (KSA's):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Cost estimating experience.
Experience writing Statements of Work (SOW), Statement of Objectives (SOB), Request for Proposal (RFP), or Request for Qualifications (RFQ).
Experience with managing multiple projects at once.
Experience to keep projects within budget and awardable.
Proficient with AutoCAD and Revit software.
