This position is located in the U.S. Department of Agriculture {USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS) State, Field, or Area office. The Farm Production and Conservation (FPAC) Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest landowners for crop insurance, conservation programs and technical assistance and credit and commodity programs, and disaster programs.
Duties
Provide guidance and assistance on less complex matters concerning financial assistance programs and conservation program contracts, referring those of a complex nature to a higher-level specialist or staff member.
Organize and prepare documents on a variety of program-related topics for presentation to State Leadership, Service Center employees, Conservation District boards, State Technical Committees, and other government stakeholders.
Research, analyze and present information related to regulatory infractions, vendors and payment complications.
Monitors and presents clear, concise information to program managers and members of the State Leadership Team on Financial Assistance Programs.
Interpret and communicate program policy to other Program Specialists within the state.
Monitor financial assistance program information and progress using tables, charts and other formats.
Requirements
- You must be a US Citizen or US National.

- The incumbent is required to complete Appropriations Law training or Appropriations Law Refresher training as a prerequisite to Fund Manager duties.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 12/09/2024 including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Basic Education Requirement:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
OR
Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
In addition to meeting on of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience: To qualify for the GS-09 level, you must possess at least one year of specialized experience, equivalent to the Federal GS-07 level or higher, which has equipped the applicant with the knowledge, skills and abilities to perform the duties of this position. Examples of specialized experience include:
Assist senior leadership with managing the financial assistant programs.
Work with field staff and administrative assistants to provide products that meet all applicable agency and financial assistance policies, rules and regulations.
Advise and assist on less complex financial assistant programs and conservation contracts.
OR
Substitution of education in lieu of specialized experience: For the GS-09 level: 2 years of progressively higher-level graduate education leading to a Master's degree or equivalent degree directly related to the position.
OR
Combination of Education and Experience: Combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience, equivalent to the Federal GS-09 level or higher, which has equipped the applicant with the knowledge, skills and abilities to perform the duties of this position. Examples of specialized experience include:
Provide support for the administrative, management and quality assurance of statewide financial assistance programs.
Research and gather program information to assist senior leadership in evaluating the financial assistance program performance.
Assist program managers in developing standard operating procedures for the implementation and management of financial assistance program task.
OR
Substitution of education in lieu of specialized experience: For the GS-11 level: 3 years of progressively higher level graduate education leading to a to a Ph.D. degree or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: Combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
