You will serve as a SUPERVISORY ENGINEER/ARCHITECT in the Construction BR N21 (ROICN21) of NAVAL FACILITIES ENG COMMAND ATLANTIC. This is an interdisciplinary position and can be filled with either the Engineer 0801 or Architect 0808 series.

Duties

You will serve as a point of contact for coordination of all assigned construction projects at DOD activities, under the cognizance of the Naval Facilities Engineering Command. You will resolve complaints from individual employees, resolves group grievances, investigate serious complaints and involves HRO as necessary to ensure timely and effective conflict resolution. You will manage programs and projects in the product line in a timely manner and accomplish objectives within resource constraints. You will evaluate performance of subordinates and ensure timely performance of subordinates of a satisfactory quality of work. You will enforce all technical and administrative provisions (which typically involve several engineering disciplines) related to the management of assigned construction contracts.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes while conducting site visits.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

This position has a Special Placement Factor which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a senior member/lead and/or supervisor of a team of engineers/architects and technicians performing a full range of multidisciplinary engineering responsibilities related to military construction (MILCON and construction quality assurance; 2) Researching construction practices and techniques in the development of construction project specifications or feasibility considerations; 3) Establishing and monitoring site and project specific procedures and submission of reports aimed at expediting the work of A/E and construction contractors: 4) Assisting in and/or seeking out solutions to problems involving the areas of all disciplines of engineering and project financing which are the result of design errors, unforeseen conditions, or changes in criteria; and 5) Visiting construction projects under execution to evaluate construction progress and safe performance of contracted work. Physical Demands: The work is generally sedentary with regular site visits involving standing, walking, climbing, bending and crawling to assess or inspect existing and new facilities and generally traversing construction sites. Occasional surveys and inspections of the supporting Installation's infrastructure will require some physical exertion (for example, crawlspace inspections, above and below deck pier evaluations, etc.). A valid driver's license is required for driving to site visits and meetings at various installations. Work Environment: Work generally involves minimal risks and observance of safety precautions typical of an office setting. However, field inspections are made which may require protective clothing. Protective clothing worn in field inspections includes hard hats, reflective vest, hard-toed boots, safety glasses, and ear protection. Other protective wear such as safety harnesses, coveralls, and gloves may be required for certain situations. The incumbent may be assigned to work in areas where certain potentially harmful physical and chemical agents are present. These agents may include but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, NAVFAC FECs maintain personnel protection programs with applicable laws and regulations. These programs may include protective equipment, and laws and medical surveillance.

Education

Series 0801 EngineerApplicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Series 0808
Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Successful completion of a bachelor's or higher degree in architecture.

OR

Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
