The primary purpose of this position is: To physically observe and evaluate carrier/agent/contractor facilities, equipment, and performance in the movement and storage of personal property for Department of Defense civilian employees/military members, US Coast Guard personnel, and dependents. Duties

Performs physical and virtual inspections of domestic and international household goods, unaccompanied baggage, mobile homes, and contract warehouse facilities. Advises military and civilian employees on shipment and storage entitlements to ensure quality move(s). Performs QA program administrative actions, captures carrier compliance data, and documents monthly inspections of agent/carrier/DPM contractor warehouses. Provides oversight of Federal Acquisition Regulation based requirements, to include: Indefinite Delivery Indefinite Quantity, Blanket Purchase Agreement and Direct Procurement Method contracts.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series 2102 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of an extensive body of transportation rules, procedures, rates, or operations governing entitlements and documentation requirements for domestic or foreign shipments to perform wide-variety of interrelated or nonstandard procedural assignments pertaining to the personal property function. Includes a thorough understanding of specialized shipment requirements associated with unique services to affect movement/storage of mobile homes, large boats, house trailers, etc. Knowledge of automated systems to reconcile errors that require an understanding of nonstandard transportation procedures or provide subject-matter assistance in the development of automated transportation procedures for clerical operations, to include staffing correspondence in the form of letters, memorandums, and analytical spreadsheets. Knowledge of the requirements of various transportation regulations or operations to monitor and report on carrier compliance with contract terms, safety provisions, or other transportation programs. Knowledge of a variety of transportation functional areas and their relationship to other functions to investigate complaints or errors that require, for example, reconstructing and reconciling incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity. Knowledge of transportation regulations governing entitlements and documentation requirements for domestic or foreign relocation travel to advise on travel procedures, restrictions, and allowances, and to resolve conflicts or issues related to the travel. Conflicts or issues might involve repayment or crediting of travel funds advanced; disputes between carrier and customer; or emergency situations, such as those involving extremely short lead times, problems in transit, inadequate paperwork for foreign entry, or similar situations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the full-range of transportation policies, practices, and techniques to include knowledge of personal property movement, personal property entitlements, TSP industry practices, international, state and local laws, and operations for shipping and storage within the transportation function. 2. Knowledge of Military Service instructions, regulations, directives, local operating procedures, and governing entitlements applicable to shipment/storage of personal property in order to effectively manage a quality program. 3. Extensive knowledge of office automation, tools, and techniques to support personal property operations and produce a variety of documents, such as letters, reports, spreadsheets, and database products. 4. Skill and ability to utilize technical and functional expertise and experience while developing and recommending solutions to complex transportation problems and initiatives. 5. Ability to communicate/respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding the shipment and storage of personal property. 6. Possess the ability to plan/organize work and communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
