The primary purpose of this position is to perform alternate duties as the Chief Controller to direct the daily activities of the air terminal complex involving cargo/passenger processing, documentation, temporary storage and movement, loading and unloading of passengers and cargo for transport by commercial contract charter and military aircraft.

Duties

Responsible for providing operational support to work centers of military and civilians who perform information control, load planning, inspection and ramp control duties pertinent to air terminal internal control and mission support of originating, transiting and terminating aircraft. Provides mobility/deployment related training and instruction to base personnel preparing cargo to deploy and personnel assigned to augment manning in the functional areas of cargo deployment, and personnel deployment and other related fields. Makes recommendations and directs aerial port sections concerning actions to be taken to resolve problems in cargo/passenger pay load adjustments, precedence of movement, compatibility of cargo and passengers, etc. Coordinates with agencies outside of the Department of Defense (DoD) - Department of Agriculture (DOA), State of Florida and Department of Homeland Security (DHS), as their requirements interface with AFMC and AAC sponsored aircraft handling requirements.

  • Must be able to obtain and sustain a secret security clearance and flight line badge.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. or Experience General Experience (for GS-5 positions): Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. or Certificate Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Overall knowledge of the Department of Transportation System and AAC aerial port functions. 2. Knowledge of the organization, programs, missions and functions to be able to develop the most comprehensive courses that meets the needs of the directorate. 3. Knowledge and ability to plan and organize the material to provide adequate, clear and complete coverage of the subject matter training being provided. 4. Knowledge of transport aircraft and related load characteristics. 5. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. 6. Ability to read, comprehend and use Air Force Instructions, DoD/DOT regulations and instructions and other necessary publications. 7. Ability to recognize and deter events that can lead to aircraft departure delays and/or safety incidents and prevent them. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
