This position is located within the VISN 12 GLFS office in Milwaukee. This position serves in the Payroll Section as a Civilian Payroll Technician and performs a full range of payroll duties under a centrally Processed Automated Payroll System (PAID), e-payroll services through the Defense Finance and Accounting Service (DFAS) and is responsible for the accuracy of the pay and leave accounts for the VA Medical Center employees.
Duties
Major Duties:
Performs a full range of payroll duties and is responsible for the accuracy and timeliness of pay and leave accounts for VA Hospital employees and determines the proper application of guidelines for multiple pay plans.
Reconciles Defense Finance Accounting Service (DFAS) and other reports on a daily or weekly basis in order to provide proper pay to employees.
Performs clerical and technician work that results in the biweekly or monthly determination of pay for civilian pay employees.
Frequently answers requests that are of confidential nature and provides assistance to employees, supervisors and personnel specialists on rules, regulations and procedures relating to pay.
Responsible for providing initial and periodic refresher training to employees who have been assigned timekeeping duties.
Performs desk audits of unit timekeepers to ensure strict compliance with VA, OPM, and GAO policy and procedures.
Audits each coded Request for Personnel Action to ensure proper application of pay administration rules and regulations.
Reviews authorization documents and codes the appropriate data for input to properly update each employee's master record.
Processes complex pay adjustments that may involve transfers between pay systems with different pay, leave benefit enlistments, and may be retroactive over an extended period of time.
Participates in the agency debt collection program as it pertains to the recovery of over payments of salary, veteran benefits, Canteen allotments, and other debts due to the US Government.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-5 Level Experience
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviewing documents for proper application of pay and leave regulations, processing debt collections, and reviewing time and attendance cards
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have. I have successfully completed 2 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of a full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPTS REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the 2nd year of undergraduate level education.
You may qualify based on your experience as described below at the GS-6 grade level:
GS-6 Level Experience:
Must have at least one year of specialized experience equivalent to the GS-5 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Civilian Payroll Technician. Specialized experience includes but is not limited to: Experience resolving a wide variety of complex issues and problems relating to payroll functions. Proven experience working with automated systems including payroll systems. Ability to reconcile records to source documents. Knowledge of Federal rules and regulations governing employment and pay. Knowledge of the rules and regulations governing the processing of salary payments, deductions, and benefits for a variety of employment categories.
