This position is located at the Iowa City Veterans Affairs Health Care System (ICVAHCS). The Iowa City VAHCS is a 1C facility within the VA system. The Medical Center is comprised of general medicine, specialty medicine, numerous specialty clinics, 2 Community Resource and Referral Centers, 11 Community Based Outpatient Clinics (CBOC's) situated throughout Iowa, Western, IL and Northeast Missouri.

Major Duties:
The incumbent is responsible for interpreting policies, directives, regulations, guidelines, information letters, etc., from VACO, VISN and local facility leadership to assure adherence by the Suicide Prevention Program; developing and maintaining patient care policies and procedures for each program component, specifying program operations and community relations, and completing periodic reviews and revisions to such materials as necessary.
The Suicide Prevention Program Coordinator oversees relations and community education/outreach regarding the VA, the Suicide Prevention Program and mental health treatment in general, to various social services, medical, mental health, legal, housing and welfare organizations.
The incumbent may represent the VA at meetings with community partners and other agencies, and collaborates with these officials to form partnerships and develop alternatives and improvements to the current system of service delivery.
The Program Coordinator has responsibility for the management, administration, and clinical operation of all staff; directs performance related activities of staff assigned to the Suicide Prevention Program.
The incumbent oversees the provision of services to serious, complicated cases, coordinates a complex set of programs, manages a diverse, multi-disciplinary staff, and carries full professional responsibility for all activities within the program.
The incumbent administers information and analytical systems to review, evaluate, monitor, assess and enhance the quality of service provided to patients in the Suicide Prevention Program.
The incumbent develops, implements and evaluates clinical guidelines and protocols in conjunction with national directives and evidence based practices to establish appropriate utilization of services.
The incumbent is responsible for fiscal management of the Suicide Prevention Program which includes monitoring expenditures, submission and verification of reports, developing budgets and staffing plans based on need, requesting appropriate FTEE funds, determining solutions or resolutions to budget/staffing shortages and related fiscal/administrative problems, and managing expenditures within budget.
The Program Coordinator supervises a group of employees which may include: Nurses, Social Workers and a Program Support Assistant.
The incumbent provides administrative, technical and clinical supervision necessary for accomplishing the work of the service including outreach efforts, CBOC involvement and efforts at other sites within a Health Care System.
The incumbent interprets treatment related policies, guidelines, regulations, directives, public laws, program guides, etc., and develops written procedures and instructions to assure compliance with regulations from VACO, VISN, the Medical Center and Joint Commission. Consults with managers, colleagues, and subordinates when developing knowledge and applying agency policies and practices to new and/or complex matters.
Work Schedule: Monday - Friday, 7:30am-4:00pm
Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Driver's License: A current, valid state-issued Driver's License is required for this position. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
