About the Position: Serves as Natural Resources Program Manager for a large multiple-use lake office. The incumbent plans, coordinates, and directs the execution of complex natural resource and recreation programs, including the oversight of the management of 80,000 acres of land and the largest forest management program in the USACE Civil Works program. The incumbent is responsible for overall management of the project's shoreline, real estate, forest, fish and wildlife programs.

Duties

Participate in wildlife, fisheries or aquatic plant management activities. Perform routine inspections and patrols of project natural resources and recreation areas. Inspects each phase of the natural resource management program, initiating appropriate corrective actions when improvements need to be made. Implement management plans in close coordination with state and federal agencies. Participate in the collection of data for use in a Geographic Information System (GIS). Assure proper protection of cultural and historic resources according to regulatory and statutory requirements. Participate in the coordination, development, or execution of Natural Resources Plans. Assure management activities do not adversely impact rare, threatened, and endangered species. Participate in the coordination of a forestry program to assure compliance with environmental requirements and to maintain high levels of resource sustainability. Develops and recommends annual management, operations and management schedule, and revisions of programs as conditions require. Assures that expenditures are within the approved budget and part of the current program. Assures an effective internal quality control program is implemented to improve quality of contract performance. Plan, schedule, assign and review work assigned to others. Participate in coordinating efforts of federal, state, local, civic, social and other groups to support furthering Corps policy and programs. Plan or participate in programs to increase public awareness of Corps missions. Coordinate management activities with affected parties, such as outgrantees, and adjoining property owners.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed
  • This position requires employee to wear uniform and badge at all times while in duty status.
  • This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • Must possess or acquire all Title 36 Citation Authority requirements within one year.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes 1) Serving as a natural resources management specialist, or related position, as part of a multi-disciplinary team for a project that includes among authorized purposes, a mission to manage and conserve natural resources, consistent with ecosystem principles, while providing quality sustainable public outdoor recreation experiences AND 2) Participating in the conservation, preservation, restoration and use of project natural and cultural resources AND 3) Meeting with project stakeholders and other members of the public to explain programs, promote interests in activities, and explain management policies. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
