About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM, J1- Fort Meade, MD.

Duties

Plans and carries out projects and studies to identify and resolve problems pertaining to various HR program areas within HQ CYBERCOM. Develops guidance, policy, procedures, and standards for new and/or changing program areas Provides expert advice on policy, directives, and guidelines on a full range of matters pertinent to assigned functions. Prepares and presents reports and briefings on program status, HR issues and/or recommended actions to key staff elements, appropriate senior staff officers, managers, and supervisors. Integrates multiple civilian personnel functions, i.e., performance management; employee benefits, entitlements, incentives, and allowances. Analyze significant level HR management issues and problems and develops recommendations and alternative solutions. Provide expert advisory and consultative services to all management levels within the command. Provide on-site assistance and ancillary HR support.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • Must be able to obtain and maintain access to NSA.
  • Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: 1) Advising on civilian human resource guidance, policy, and procedures in support of Human Resources program; 2) interpreting and analyzing HR policy to resolve HR issues and execute planning; 3) utilizing automated HR systems in performing HR actions; 4) updating or developing new guidance regarding all aspects of civilian human resource management and; 5) analyzing complex cases involving interpretation of human resource regulations and laws to recommend an appropriate course of action.
