Duties
Serves as Director of Departmental Reporting. Position title is Supervisory Accountant.
Performs mission essential or support initiatives which facilitate the mission of Defense Finance and Accounting Service. Directs, coordinates, and oversees work through subordinate supervisors or team leaders.
Manages functions involving the use of accounting information to recommend solutions to management problems, satisfy customer needs, and for the management, operation, and analysis of accounting systems.
Reviews and analyzes new or revised accounting policies and procedures which affect program operations ensuring that sound accounting principles are applied and that regulatory and customer issues are properly addressed.
Assigned special projects or serves as a project manager. Develops various accounting guidelines and a framework for the formulation of plans, policies, and programs to ensure effective conduct of assigned missions, functions, and operations.
Represents the organization in meetings with DoD Components and other federal agencies to discuss problems and plans relating to the development and implementation of guidance, as well as maintaining and enhancing existing accounting systems.
Incumbent is the overall leader in coordinating, reviewing, and monitoring internal budget matters, including managing increases and decreases in staffing in relation to labor execution, award budgets, training budgets, and travel budgets.

Qualifications
This position has a positive education requirement. To qualify for this position, you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position.
For the GS-14: Specialized experience at the GS-13 grade level is defined as: providing advisory and consulting services to senior leadership, operational managers and supported customers on financial statements and reports; has familiarity with financial statement audits and working with auditors; developing and implementing policy on financial systems, reporting and internal controls; identifying discrepancies and their sources in consolidated financial statements and reports and prescribing corrective action or developing procedures to preclude recurrence.
GS-14 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
