This position is part of the Appraisal and Valuation Services Office, Office of the Secretary of Interior. The incumbent will be responsible for supporting the administration of Tribal and Alaska Native appraisal programs operating under P.L. 93-638 Self-Determination (Title I) contracts and Self-Governance (Title IV) compacts authorities.
Duties
Provides management and administrative support to Tribal and Alaska Native appraisal programs operating under PL 93-638 Self-Determination contracts and Self-Governance compacts authorities by providing technical assistance and guidance on program implementation.
Serves as the Awarding Official's Technical Representative (AOTR) monitoring contract performance progress and enforcing terms and conditions as well as advises and coordinates with Approving Official and others on contractor concerns and initiatives.
Serves as the point of contact between Tribes and Alaska Natives program administrators and the Appraisal and Valuation Services Office (AVSO) coordinating requests for assistance and guidance in the pre and post-appraisal activities.
Conducts reviews of Tribal and Alaska Native appraisal program implementation ensuring consistency in the interpretation and compliance with legal authorities, regulations, policies, and other requirements.
Preforms outreach and communications activities including planning and facilitating meetings, gathering information, and responding to requests for information, drafting reports, communications, responding to inquiries and providing training.
Qualifications
At the GS-13level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include: providing technical assistance and guidance on appraisal program implementation; monitoring appraisal contract performance progress and enforcing terms and conditions; coordinating appraisal technical assistance and guidance; and planning and facilitating meetings and providing training.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
