The primary purpose of this position is to serve as the Resource Manager for Headquarters, Eighteenth Air Force, responsible for developing, implementing, and monitoring resourcing operations and establishing internal accounting controls. Also serves as Military Manpower Appropriation (MPA) Manager and Unit Reserve Coordinator (URC) and Travel Team Leader.
Duties
1. Independently performs a variety of complex budgetary, administrative, and statistical functions to support budget and formulation for the headquarters, in accordance with established principles, statutes, and policies.
2. Independently performs task involving budget execution by compiling resource data from various financial management reports. Establishes, maintains, and updates expenditures relative to funding activities.
3. Provides advice, assistance, and guidance on budgeting and related information as the principal advisor to The Eighteenth Air Force Commander and staff. Provides instructions on requirements to complete obligating Documents such as Military Interdepartmental Purchase Requests (MIPR), Project Orders (PO), and Purchase Requests (AF Form 9).
4, Personally interfaces with AMC, DFAS, and FMs/RAs from 12 wings, one aerospace expeditionary group and one direct reporting unit, and external agencies on a daily basis on budgetary issues such as billings, payments, commitments, travel orders and settlements, and policy guidance clarification on unusual situations that arise.
5. Serves as Unit Reserve Coordinator (URC) and Military Personnel Appropriation (MPA) Manager. As URC, ensures IRs are in/out-processed with AD unit and base of assignment.
6. Serves as alternate command trip planner. Provides technical assistance in the areas of trip scheduling, protocol, and resource analyst functions in evaluating and improving the efficiency, effectiveness and the productivity of the Eighteenth Air Force organization and programs, in the absence of the trip planner, or when requirements exceed staff capacity.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency or component, organization or program assigned; the sources, types and methods of funding for organizations and programs (e.g. direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between the assigned budget and budgets and programs of other agency components and organizations. This includes, but is not limited to, comprehensive knowledge of the budget development, presentation, review and approval processes that involves Air Staff, OSD, OMB and Congress.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education. (The total percentage must equal at least 100 percent to qualify.). NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, recommend, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs for O&M and Transportation Working Capital, revolving, appropriated, and non-appropriated funds.
2. Knowledge of cost analysis, single year and multi-year appropriations and their characteristics, uses, applications and structure.
3. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation's programs/organizations, and the inter-relatedness of joint agencies. Knowledge of Centralized civilian pay and incentive programs, guidance and management.
4. Knowledge of internal audit procedures to monitor financial services and establish internal controls; AND Knowledge of federal contracting and procurement regulations, procedures, and practices.
5. Ability to communicate effectively, both orally (to include briefing) and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
6. Familiarity with reserve personnel and pay policies and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
