The Phoenix VA Health Care System is currently recruiting one Records & Information Management Specialist to work in the Health Administration Service (HAS) office in Phoenix Arizona . The incumbent serves as the facility's Records Manager (RM) & performs a variety of duties in support of the RM Program. The RM conducts studies & provides advice/ assistance to the Records Liaisons for both automated & manual record keeping systems.
Duties
Duties include but are not limited to the following:
Provide records management technical expertise to functional proponents and system administrators to assure proper security procedures, purges, permissions and system updates are accomplished as required to maintain system legal authorities.
Ensure compliance with Federal laws, regulations, guidance and/or advise managers on any issues in this area.
Coordinate records retirement and ensures compliance with transfer requirements with NARA (National Archives & Records Administration).
Perform strategic analysis and planning, conduct program outreach, coordinate training, develop metrics, and ensure that sound information governance and accountability measures are in place as required.
Consult with information system managers on record keeping systems to ensure electronic record keeping requirements are an integral part of the system.
Communicate with people of varying backgrounds and different points of view as needed.
Serve as the Contracting Officer Representative for any HIMS off-site records storage contract.
Monitor compliance with contract and funds expended, manage records recall and/or disposition.
Oversee warehouse holding area including the pick-up delivery, storage and retirement of records by commercial contract as required.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience would typically include, but are not limited to: possessing competence and confidence in public speaking, being articulate, and ability to provide executive- level briefings; orchestrating adult learning and developmental training programs; applying and adapting analytical techniques and evaluative criteria to improve effectiveness and productivity of a program; developing and utilizing metrics, dashboards, audits, surveys, and other reports to identify potential issues in a program area; extensive knowledge and understanding of agency information systems and archiving processes. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or have successfully completed three (3) full years of progressively higher-level graduate education leading to such a degree, LL.M., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed graduate level education (beyond 2 full years) and specialized experience as described above to meet total experience requirements. Physical Requirements: The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files. The work involves considerable walking, standing and bending conducting rounds, auditing, and providing training to both on-site and off-site personnel. There is also occasional lifting and carrying of such items as records boxes and bulky files, weighing up to 30 lbs. and boxing records in preparation for records retirement and shipment
