About the Position: This position is located in the Operations Division with the US Army Corp of Engineers, Savannah District, located in Clarks Hill, SC

Duties

Serves as the Operations Manager in charge of a large water resource development project specifically overseeing the Recreation, Environmental Stewardship, and Water Supply business lines. Responsible for the planning, developing, renovating, construction, maintaining, closure, and consolidation of recreation areas and facilities as well as the management and conservation of all natural resources on public land and water. Responsible for the operation and maintenance of the dam and appurtenances, roadways, shoreline protection, water treatment and distribution systems, sewage treatment systems, radio tower, outbuildings, and vehicle fleet. Responsible for the development of budgets, obligations and expenditure schedules and cost estimates, ensuring all expenditures are within the approved O and M budget and part of the current program. Serves as Contracting Officer’s Representative overseeing maintenance contract and service contracts covering a wide range of services including facility maintenance, mowing, refuse collection, janitorial, etc. Serves as the primary source of expert information on the project, addresses civic and other groups to provide information concerning existing or proposed facilities and operational policies that affect the public.

AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the equivalent GS-12 level which includes experience executing the operation and maintenance of multi-purpose water resource projects to include flood risk management, water supply, water quality, environmental stewardship, and recreation; supervisory experience applying personnel policy and regulations; financial experience building and executing budgets; operations and maintenance of project facilities and systems; oversee maintenance and service contracts; experience at the leadership level working with the public, government agencies, organizations and the media; or other experience that is in or related to the position being filled. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
