The primary purpose of this position is to serve as the Executive Support Specialist for the Group Commander. The primary purpose of the position is to administer and direct the group's executive support functions and to ensure that day-to-day operations comply with the policies of the Group Commander and command.
Duties
Serves as the executive advisor on programs and initiatives within the group.
Performs a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes, new technology, program/mission changes, recurring requirements, and others.
Represents the Group Commander concerning group plans, special events, projects, etc., to communicate Group Commander's policies and to explain the interests of the group in regard to local activities or projects.
Manages group resources for executive support, services and activities.
Maintains oversight of and has overall responsibility for the inspection program as it relates to the group and directs the conduct of inspection activities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IAW OPM Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-09 or above grade level in the Federal service which includes a thorough knowledge of the service, objectives, and policies along with a comprehensive knowledge of management and organizational techniques, systems, and procedures is applied in performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning. Knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs, along with knowledge of the mission, organization and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities to such missions.

EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration. COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the wing and group.
2. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations.
3. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support resources.
4. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command.
5. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.
6. Ability to plan and organize work, and communicate effectively both orally and in writing. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
