The incumbent, Social Work Supervisor, plans, develops, implements, and evaluates the facility's administrative and Social Work clinical aspects of the Housing and Urban Development VA Supportive Housing (HUDVASH) services. The Social Work Supervisor has the responsibility for coordinating interdisciplinary staffing, work assignments, treatment services provided, and admission criteria for this program.

Duties of the Supervisory Social Worker include, but are not limited to the following:
Incumbent serves as a Social Work Supervisor for the HUDVASH program staff assuming professional, technical, and administrative responsibilities for programs extended to these areas. The incumbent has programmatic and administrative responsibility for staff members comprised of a diverse team of HUDVASH social workers, Peer Supports Specialists, Housing Specialist, Administrative personnel and additional multidisciplinary team members (as assigned) in a large geographic area. The supervisor will provide administrative, technical, and clinical supervision necessary for accomplishing the work of the unit. Supervision will be in consultation with GS 13 HUDVASH Supervisor. The incumbent spends at least 25% time in transit providing clinical supervision and training across a massive geographic area ensuring program compliance and consistency. The incumbent, a Supervisory Social Worker, is responsible for the oversight and direct clinical and administrative supervision employees performing work at various GS levels up to a GS 11 and provides professional, administrative, technical and clinical supervision necessary for services extended to the areas he/she is responsible for. Additionally, the incumbent may provide direct services to patients and other social work services and coverage as required.
As a Supervisory Social Worker, the incumbent is accountable and responsible for:
Attending General Staff meetings as required, leading staff meeting and individual meets with supervisees
Auditing and evaluating employee's performance and ensuring timely submission in accordance to VAMC policies and procedures
Providing sufficient clinical care for competency assessment, peer review, and credentialing and privileging processes
Participation in a peer review process, as assigned
On-call duties on a rotating basis, as assigned
Serving as a mentor, including new employee orientation
Participating in a competency assessment process
Providing LCSW supervision
As Social Work Supervisor, the incumbent supervises a group of Social Work employees. For example, the incumbent provides direct clinical supervision to all GS 9- 11 Social Workers in these programs, and when applicable, ensures that clinicians trained in evidenced base practices complete the certification process. In addition, the incumbent assures that subordinates are trained and fully comply with the provisions of safety regulations in the various settings.
The incumbent performs the administrative and personnel management function relative to staff supervised. The incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. The incumbent observes workers' performance; demonstrates and conducts work performance critiques. The incumbent provides formals and informal feedback and periodically evaluates employee performance. The incumbent develops work improvement plans, recommending personnel actions as necessary. The incumbent initiates disciplinary measures as appropriate to the authority delegated in the identified areas. The incumbent resolves formal/ informal complaints and grievances.
The incumbent is responsible for ensuring staffing needed to perform mission. He/she reviews and approves or disapproves leave requests. The incumbent aid in the hiring/selection process of staff members.
Work Schedule: 7:30am - 4:00pm, Monday to Friday, subject to change based on the needs of the facility

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Candidates must be proficient in spoken and written English.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Different states have different levels of licensure or certification, making it difficult for VHA staff to determine the independent practice level. Each state, Puerto Rico, and the District of Columbia completed surveys identifying the level of licensure or certification allowing independent practice. Copies of the surveys are on file in the VHA Office of Care Management and Social Work Services, and a summary spreadsheet of the levels of licensure or certification is available to social work professional standards board members for purposes of determining whether the social worker's level of licensure or certification meets the VHA qualification standards. All states except California use a series of licensure exams administered by the ASWB. Information can be found at https://www.aswb.org/. The ASWB is the association of boards that regulates social work. ASWB develops and maintains the social work licensing examination used across the country and is a central resource for information on the legal regulation of social work. The ASWB offers three examinations. The master's examination is generally used by states for the independent practice level of licensure or certification, while the advanced generalist and the clinical examinations are used for the advanced practice level of licensure or certification. Differences between the master's and the advanced exams demonstrate the expectation that advanced practice social workers will have a more sophisticated knowledge of practice theory and its application.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Supervisory Social Worker, GS-12:
(1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
And,
(2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
And,
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services.
(d) Ability to provide staff training and development.
(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Preferred Experience: At least two (2) years of experience working with patients experiencing homelessness and/or mental health concerns.

Physical Demands: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, pulling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment.
Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes
stressful situations.
