Duties

This announcement is to fill multiple positions in the United States Attorney's Office, Southern District of New York Digital Forensics Unit (DFU), and the Complex Analytical Social Media Enhancement (CASE) Team. The mission of Digital Forensics Unit is to provide law enforcement with the ability to capitalize on cell phone, internet and social media data seized during investigations. Typical work assignments for Investigative Analysts assigned to the DFU include: Perform mobile device exploitation and search warrant analysis using Cellebrite, Axiom and other digital forensic tools. Capture cloud data, including web sites, social media accounts, email accounts, and other sources of online data. Prepare reports of forensic cell phone analyses. Testify in court regarding cell phone extractions and chain of custody. Serve as a direct liaison and the focal point for agency personnel engaged in cell phone extractions. The mission of the CASE Team is to provide analytical case support by reviewing complex and voluminous case data. Investigative Analysts work alongside special agents and law enforcement officers. Typical work assignments for Investigative Analysts assigned to the CASE TEAM include: Analyze call detail and email records to identify frequency, common call analysis, and time zone conversion. Analysis of social media and digital evidence of one or more targets to identify common data points, commonalities, and patterns in a unified view (i.e., timelines, power points). Map cell sites and GPS tracking data. Testify in court. Serve as a direct liaison and the focal point for agency personnel engaged in case analytical support. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a United States Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • You must meet all qualification requirements upon the closing date of this announcement.

Qualifications

To be qualified at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, or a combination of Education and Experience. Specialized Experience: To be qualified at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level in federal service. Specialized experience is defined as supporting investigative, enforcement, or compliance processes by gathering, analyzing, and organizing information from various sources such as databases, witnesses, and Federal, State, and local agencies; performing investigative support tasks; collecting and disseminating criminal and/or threat information; analyzing and mining cell phone data; preparing detailed reports, and identifying relevant facts to establish preliminary findings. Education: One of the following types of education in a related field (e.g., Criminal Justice, Forensic Science, Homeland Security): a Master's or equivalent graduate degree, or 2 full academic years of progressively higher level graduate education, or an LL.B or J.D. Education must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combination of Education and Experience: A combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of one full year. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
