Duties
You will be responsible for pre-award and/or post-award functions for a variety of commercial products or services contracts for several activities within the Regional Contracting Office area of responsibility.
You will be responsible for a variety of contracts which frequently require special handling provisions or other specialized terms and conditions.
You will perform considerable communications and contacts with requesting activities, suppliers, manufacturers, or non-local markets as required to locate sources for the supplies or services.
You will recommend contract award based on sound judgment on the terms of the offers and proposals.
You will prepare and issue solicitation documents.
You will draft final contract including specifications, packing and shipping requirements, inspection instruction, and all other special and standard clauses.
You will develop procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.
Requirements

- Must be determined suitable for federal employment.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a bargaining unit position.
Qualifications
For GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting senior contract specialists in providing contracting services in acquisition procedures, cost and price analysis, and regulations in the administration AND management of contracts.
For GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing contracting services in acquisition procedures, cost and price analysis, and regulations in the administration, negotiation, management and planning of contracts.

Education
All Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent education as follows:
GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree
OR
Successfully completed 3 full academic years of progressively higher level graduate education
GS-09:
Successfully completed a master's degree or equivalent graduate degree
OR
Successfully completed 2 full academic years of progressively higher level graduate education
OR
Successfully completed LL.B. or J.D.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
