Do you have experience providing executive leadership and direction for master facilities planning, leasing and space allocation, site coordination, and facilities budgeting activities? If so, please joining the Division of Facilities Planning as the Division Director! You will provide leadership to a professional staff of facilities planners, architects and engineers, space, transportation and financial analysts.
Duties
As a Supervisory Community Planner/ Supervisory Architect in DFP, you will:
Oversee, direct, and implement the NIH master and facilities planning, leasing and space allocation and management; site coordination; and facilities budgeting programs, and their activities and functions.
Present, defend, negotiate, resolve, and/or settle highly significant or controversial facilities, master and site planning, technical, economic and administrative issues relating to NIH's facilities program.
Oversee and direct the development and completion of comprehensive master facilities plans at multiple sites.
Oversee budget planning and formulation for major facility construction, renovation, repair and alteration programs.
Develop policies, processes, and procedures for the administration and execution of major components in master and facilities planning, leasing and space management, site coordination, and facilities budgeting.
In consultation with the Director, ORF, the Facilities Working Group, and NIH officials, prepare supporting documentation for authorization of NIH projects and for the NIH capital budget request to the Department of Health and Human Services, the President's Office of Management and Budget, and the United States Congress.
Oversee, direct, and administer the development of space and facilities information management systems.
Supervise and direct the operations of the Division by planning and assigning work to staff based on management priorities, employee capabilities, and schedules.
A current Professional Engineering license OR current registration as a Professional Architect in any State, the District of Columbia, Guam, or Puerto Rico is preferred.
Requirements

Qualifications
In order to qualify for a Supervisory Community Planner/ Supervisory Architect GS-0020/0808 position, you must meet one of the following Office of Personnel Management prescribed individual occupational series (0020, 0808) requirements described in the following two sections. You do not need to meet the requirements for both occupational series. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed.
1) In order to meet the basic qualifications for a Supervisory Community Planner, GS-0020 position, you must have:
A. a degreein community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
B. a degree in a related field, such as such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration, but do not have 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, you must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
C. a combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
2) In order to meet the basic qualifications for a Supervisory Architect, GS-0808 position, you must have:
A. a degree with a major in architecture;
OR
B. a degree in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems;
OR
C. a combination of education and experience-college-level education, training, and/or technical experience as demonstrated by at least one of the following: (1) Related Curriculum: A degree in architectural engineering with course work covering function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR; (2) Experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required.
In addition to meeting one of the basic requirements above, in order to qualify for a Supervisory Community Planner/ Supervisory Architect, GS-0020/0808 position at the GS-15 level, you must you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing policies and procedures for managing biomedical or related facilities space usage; conducting organization-wide studies for short- and long-range facilities planning; coordinating facilities engineering/ architecture (A/E) design requirements among organizational A/E staff; collaborating with real property staff for potential facilities lease acquisitions; coordinating budget issues related to facility planning and construction across an organization; and overseeing professional A/E staff in managing organizational facilities planning.
