The position is located in the Veterans Health Administration, VA Midsouth Health Care Network, VISN 9, James H. Quillen VA Medical Center (JHQVAMC), Surgery Service. The Program Support Assistant for Surgery Service performs a wide variety of administrative and support tasks associated with maintaining the work of the subspecialty sections that comprise Surgery Service. The incumbent is a Program Specialist/Clinical Program Manager in the Surgery Service of JHQVAMC.

Duties

Major duties for the Program Support Assistant (OA/ADPAC) include (but are not limited to); The incumbent has responsibilities to manage multiple data elements that contribute to productivity, efficiency and management of Surgery Service outpatient clinic and operating rooms; Primary ADPAC for Surgery Service; Da Vinci robotic surgery program administrative support; Primary PeriOp Manager administrative support, PIV sponsor and TMS Administrator; Assists the Chief, Surgery Service with accessing various data for performance and access measures and utilization improvement processes. The incumbent will provide a variety of complex administrative support associated with all surgical operative procedures through Peri-Op system, the surgical clinics, endoscopy procedures, Anesthesiology section, and recovery support. This requires extensive knowledge of medical and surgical terminology, interdisciplinary collaborations with physicians, physician assistants, nurses, outlying clinics, ancillary services in the scheduling and coordination of surgical cases, procedures, diagnostic studies, and other related appointments to ensure optimal patient care outcomes. The incumbent will be responsible for preparing and submitting business plans, equipment procurement packages, scarce medical and service contract procurement packages, etc., which encompasses the input of all patient care services (i.e., Medicine Service, Radiology, Biomedical Engineering, Logistics, Palliative Care, Hematology/Oncology, Radiation Oncology, Social Work, Chaplain, Nutrition and Food, Psychology, Nursing Service, Business Office, Quality Management, etc.). The incumbent is considered the system-wide subject matter expert, and as such provides information, recommendations and guidance to a vast array of staff and leadership, to include senior executive management where decisions are likely to impact overall operations. The incumbent is the primary liaison between the Office of Information Technology (OIT) specialists and to Health Informatics Specialists (HIS) for requirements definitions, troubleshooting and problem resolution. Incumbent prepares and conducts all required package level training for a wide variety of users/stakeholders. The incumbent maintains the VistA software package specific for the Surgery Service, the Peri-Op program and provides administrative support to the DaVinci robotic surgery program. Integrates the operational needs of each service with hardware and software, enhancing excellent end user results. VistA packages are nationally released software applications created and/or used by the VHA in its mission to provide the best service to our nation's veterans. The incumbent analyzes, coordinates, monitors and manages the Service's extremely complex file structures, software capabilities and functionalities in support of the Service's missions and goals. The incumbent possesses strong administrative/program management skills; in depth knowledge of process and practice (e.g. workflow) in the Service; and in-depth familiarity with how the software integrates with and impacts other technologies and/or end users. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
